Which Tennessee counties have no zoning?

Tennessee has 27 counties without countywide zoning and 54 with countywide zoning; we could not confirm zoning in 14 counties.289 Counties without countywide zoning include Fentress County, Stewart County, Hancock County, Van Buren County, Lewis County, Clay County, Hardin County, Houston County.2 Compare the Tennessee no-zoning list.2
