Which Tennessee counties don't require a building permit?

For unincorporated land, 19 Tennessee counties do not require a residential building permit, 17 require one only in some cases, and 59 require one.167 The first counties to consider without a residential building permit are Pickett County, Stewart County, Hancock County, Bledsoe County, Humphreys County, Lewis County, Houston County, Decatur County.1 Use the Tennessee no-building-codes list to compare those counties.1

The State Fire Marshal’s residential program applies where local enforcement or an opt-out does not displace it, using the 2018 residential and energy codes with amendments.13 State-program building permits are purchased online or from an Issue Agent, with foundation, framing/rough-in and final inspections.14 Tennessee’s owner-builder exemption covers a residence for individual use, not sale, lease or rent; it allows one permit every two years and requires licensing for anyone paid more than $25,000.11 See the owner-builder county list alongside the state exemption conditions.11
