Do you need a building permit in Adams County, Wisconsin?

Yes. A new one- or two-family home in Adams County requires a Wisconsin Uniform Building Permit, and construction may begin only after plans are approved and the issued permit is posted12. The statewide Uniform Dwelling Code covers one- and two-family dwellings built since June 1, 1980, and Adams County has delegated authority for new dwellings where a city, village or town does not have its own delegated authority1213. Permit requirements for an addition or alteration can vary by municipality, and zoning, sanitary, floodplain, driveway and utility approvals may still be separate prerequisites2. Each covered construction phase must be inspected before it is concealed, following the inspector's instructions14.

Who is the Adams County building department, and how do you reach it?

Adams County Planning & Zoning is the first call for county building submissions, building-inspection appointments, zoning and setback questions, sanitary-permit status and floodplain questions4. The office is in Suite 4 at 401 Adams Street in Friendship and can be reached at (608) 339-42224. For a new home, plan on submitting the completed forms, fees, supporting documents and at least 2 sets of plans to the applicable municipality or authorized inspection agency15. The correct enforcing agency can differ where a municipality has its own delegated authority, so identify the parcel's town, city or village before filing13. Wisconsin lets municipalities set their permit fees, and the state permit-seal fee for each new dwelling is $3016.

Does Adams County, Wisconsin have zoning?

Yes, but the answer depends on the parcel. Adams County general zoning applies in the towns of Adams, Colburn, Dell Prairie, Easton, Jackson, Monroe, New Chester, New Haven, Preston, Richfield and Springville, while other towns are not under county general zoning and incorporated cities and villages administer their own zoning5. County shoreland and floodplain zoning still applies across unincorporated Adams County5. In areas governed by county comprehensive zoning, minimum livable floor area, structure width and lot coverage depend on the individual zoning district rather than one countywide figure1017. Shoreland rules generally require buildings and structures to be at least 75 feet from the ordinary high-water mark, subject to listed exceptions and setback averaging18. Ask Adams County Planning & Zoning to identify the applicable jurisdiction and district for the parcel4.

How do septic permits work in Adams County?

Adams County Planning & Zoning issues sanitary permits and inspects and approves new or replacement private onsite wastewater treatment systems, commonly called POWTS or septic systems34. Septic feasibility deserves attention before house design because only about 0.5% of Adams County soils are rated without severe limitations for a conventional drain field19. That rating does not make a parcel unbuildable, but it makes an early site evaluation and realistic allowance for a nonconventional design especially important19. Wisconsin also requires private wastewater systems to be visually inspected at least once every 3 years, with counties operating the maintenance-tracking programs20. A building permit for a new dwelling using a private onsite system cannot be issued until the sanitary permit has been issued21.

Can you live in an RV or tiny home on your land in Adams County?

An RV is not an unrestricted substitute for a house in unincorporated Adams County. A self-contained recreational vehicle may be placed only in a district where RVs are a permitted use, with no more than 2 camping units on a parcel; the unit must remain mobile and highway-licensed, and it cannot have a foundation, skirting or a continuous sanitary connection7. An acceptable sewage and gray-water disposal method is required7. In shoreland areas, a camping unit must be at least 75 feet from the ordinary high-water mark22. Adams County's rule is stricter for tiny homes: tiny homes are allowed only in licensed campgrounds in unincorporated areas8. Because general zoning jurisdiction varies by town, confirm the parcel's governing jurisdiction with Adams County Planning & Zoning before relying on these county rules54.

Building a home in Adams County: the steps, in order

  1. Ask Adams County Planning & Zoning which zoning and building-inspection authority serves the parcel, and confirm the district, setbacks and floodplain status54.
  1. Arrange the septic site work and obtain the county sanitary permit before the building permit if the home will use a private onsite system321.
  1. Obtain a Wisconsin DNR notification number before drilling most new private wells11.
  1. Apply through the applicable municipality or inspection agency with the required forms, fees, documents and at least 2 plan sets, then wait for plan approval and the posted building permit before starting152.
  1. Apply to the Adams County Highway Department before constructing a driveway from a county highway right-of-way2324.
  1. Schedule inspections before concealing each construction phase, and occupy the home only after a final inspection finds no major health or safety violations1425.

What should you check before buying land in Adams County?

Start with jurisdiction: confirm whether the parcel is under county general zoning, another town's rules or municipal zoning, then verify the district's permitted use, dwelling-size standard, setbacks and lot-coverage limit51017. Check septic feasibility early because only about 0.5% of county soils are rated without severe limits for a conventional drain field19. Review floodplain and shoreland constraints with Adams County Planning & Zoning, because regulated floodplain work needs a county permit and shoreland buildings generally face a 75-foot water setback26184. Confirm legal road access and whether a county-highway driveway permit is needed23. For carrying cost, the effective property-tax rate is about 1.3%, and the median annual property-tax bill is about $2,3972728.

Watch-outs

  • County general zoning does not cover every Adams County town, so identify the parcel's town and governing zoning office before assuming a county district rule applies5.
  • Tiny homes are allowed only in licensed campgrounds under the county rule for unincorporated Adams County8.
  • We could not confirm a general agricultural exemption or a countywide public water or sewer connection rule; ask Adams County Planning & Zoning and the parcel's municipality before relying on either assumption4.
