Do you need a building permit in Wisconsin Dells, Wisconsin?

Yes. Wisconsin Dells requires a building permit for constructing, enlarging, altering, repairing, demolishing or moving a structure, as well as reroofing, siding or window replacement, a pre-built yard shed and a fence.1 The city code also covers heating, ventilation, air conditioning, plumbing, electrical and fire-protection work.9 Minor repair or maintenance work valued under $1,000 may be authorized without a building permit only when it does not change occupancy area, exterior appearance, structural strength, fire protection, exits, light or ventilation.9

Building inspections occur at the foundation stage, before wall finishes conceal the work, and after completion.11 A building may not be occupied until the city issues an occupancy permit.12

Who issues building permits in Wisconsin Dells?

The City of Wisconsin Dells Planning, Building & Zoning office administers city zoning, building permits and building inspections.13 Submit applications through the MyGov public portal, but pay permit fees at City Hall or through the city's separate online-payment link.13 The city will not issue a permit when the applicant owes a past-due balance to Wisconsin Dells.2

Permit and inspection charges come from the city fee schedule, and starting work before obtaining the required approval can double the fees.14 Contact the city office before ordering materials if the project is a repair or an unusual structure; the ordinance's narrow minor-work allowance is not a general exemption from building permits.9

Does Wisconsin Dells have zoning, and what are the lot rules?

Wisconsin Dells has its own zoning code, and development inside city limits needs the prior authorizations that code requires.15 Base and overlay districts can both apply to a parcel, with the more restrictive provision controlling when their requirements conflict.16 Ask the city Planning, Building & Zoning office to confirm the parcel's mapped districts before relying on a listing or tax record.13

In the R-1 district, a single-family lot has a minimum area of 10,000 square feet; the principal-building setbacks are 25 feet in front, 10 feet on each side and 10 feet at the rear, subject to the table's footnote exceptions.1017 In the A-1 district, the table gives no minimum lot size, but use, frontage, setback and building standards still apply.18 Land division is separately regulated by the city.19

Can you live in an RV or tiny home in Wisconsin Dells?

An RV cannot be used for occupancy on residential premises in Wisconsin Dells except by guests for no more than 5 days in a calendar month.6 Overnight camping in parking lots, including RV camping, is prohibited.20 These rules make an RV unsuitable as a full-time dwelling or an unrestricted place to live while building inside the city.6

We could not confirm a separate tiny-home occupancy rule for Wisconsin Dells. A detached single-family house must nevertheless satisfy the city's building and zoning rules, including at least 1,100 square feet for a one-story dwelling or 1,680 square feet for a two-story dwelling and an approved permanent foundation.7 Ask Planning, Building & Zoning to confirm the proposed use and district before buying or placing a tiny or manufactured home.13

How do sewer and septic permits work in Wisconsin Dells?

A property abutting a street, alley or right-of-way with an existing or planned public sanitary sewer must connect at the owner's expense within 90 days after official notice.21 Where gravity sewer service is unavailable, a private system may remain.21 Public Works is the practical first call to confirm utility availability for a particular parcel.22

Before constructing a private sewage-disposal system, the owner must obtain a written permit signed by the city Director of Public Works through an application to the City Council.3 Columbia County also requires a separate sanitary permit for every private sewage system throughout the county, including within cities and villages.4 Start with Public Works, then confirm the county sanitary application and soil-evaluation requirements with Columbia County Planning & Zoning.2223

Building a home in Wisconsin Dells: what are the steps?

  1. Confirm the parcel's city zoning district, overlays, permitted residential use, lot size and setbacks with Planning, Building & Zoning.2413
  1. Ask Public Works whether public sewer serves the site; if it does not, coordinate the city private-system approval and Columbia County sanitary permit before the building permit.2134
  1. Submit the building-permit application through MyGov and pay the fee separately through the city.2
  1. Schedule city inspections before foundation and wall work is covered and again at completion.11
  1. Obtain the occupancy permit before moving into the building.12 If the parcel lies in a regulated floodplain, obtain the required land-use permit before development and the certificate of compliance before occupancy.2526

What should you check before buying land in Wisconsin Dells?

Confirm the parcel's zoning map designation, overlays, buildable area and access with the city before closing.27 Ask Public Works whether public sewer and water are available; we could not confirm a general city rule for private wells or off-grid sanitation, so do not assume either is allowed for a proposed home.22

For land without sewer, budget for a soil evaluation and county sanitary review: only 6.9% of Columbia County soils are rated without severe limitations for a conventional septic drain field.28 Floodplain development requires a city land-use permit, and the zoning administrator must deny a project that would increase upstream or downstream flood elevations.29 Columbia County's effective property-tax rate is about 1.5%, with a median annual property-tax bill of $3,826.3031

Watch-outs

  • Starting covered work before the city building permit is issued can double the applicable permit fees.32
  • Residential-premises RV occupancy is limited to guests for no more than 5 days per calendar month.33
  • A floodplain land-use permit is required before new development, specified work on an existing structure, or a change in use begins.25
  • We could not confirm a city-specific private-well rule; ask Public Works and the Wisconsin DNR before treating a well as an available water source.2234
