Which Minnesota counties have no countywide zoning?

Minnesota lists 4 counties without countywide zoning: Kanabec County, Pine County, Hennepin County and Ramsey County.5 Minnesota lists 82 counties with zoning; we could not confirm the remaining county’s zoning answer.814 Start with the Minnesota no-zoning county list.5

No countywide zoning does not establish permission for a tiny house: local municipal zoning can regulate building size, location and foundation type.7 None of Minnesota’s counties is listed as having both no residential building permit and no countywide zoning.9 Before choosing land, ask the county zoning administrator and the town or city planning office to identify the parcel’s governing ordinance and any shoreland or floodplain approval; Kanabec and Pine still have limited building-site requirements.53
