Georgia has 3 counties without a residential building-permit requirement: Wheeler County, Bacon County, Wilcox County.2 Another 14 counties require residential building permits only in some cases, while 142 require them.31 Limited requirements must be checked for the particular project; those counties do not belong in the no-permit group.3
Georgia's mandatory construction codes apply statewide even where a local government does not enforce them, so the no-building-codes county list should be read as a starting point for building-permit differences, not permission to ignore state codes.162 Georgia's owner-builder exemption removes the state contractor-license requirement for building your own home, but does not waive local building permits, inspections or zoning; the owner-builder county list helps locate the county answer.14
