Zoning, building permits and septic rules in Fort Pierce, Florida

The City of Fort Pierce, Florida adopts its own zoning code and takes building permit applications through its online Enterprise Permitting & Licensing portal12. Septic permits for a lot inside the city still come from the Florida Department of Health in St. Lucie County, which also permits all wells in the county34. Does Fort Pierce have zoning, and what does it mean for lots and setbacks?

Yes. The City of Fort Pierce adopts its own zoning districts in Chapter 125 of its code, and its rules apply only inside city limits1. The Planning Department publishes the zoning code and a table of allowed uses9.

Rules change by district, so look up the parcel's district first. In the R-5 high density residential district, a single-family dwelling needs a lot of at least 5,000 square feet8. R-5 requires a front yard of at least 25 feet (10 feet for a townhome) and side yards of at least 6 feet for other uses, rising to 15 feet on the street side of a corner lot10. Buildings in other developments may cover no more than 45 percent of the lot11, and no building may exceed 200 feet above grade12. Those figures describe R-58.

Do you need a building permit in Fort Pierce, and who issues it?

Inside Fort Pierce city limits, the city takes building permit applications through its Enterprise Permitting & Licensing (EPL) portal, where applicants can also schedule inspections2. The city posts submittal checklists for items such as a new single-family residence, mobile and manufactured homes, sheds and accessory structures2. We could not confirm the city's permit fee schedule, so ask the city's permitting staff at 772-467-30002.

The Florida Building Code is deemed adopted statewide without separate local adoption5. Florida law lets owners act as their own contractor for their own one- or two-family home, but the owner must still sign the building permit application and the work must meet code and zoning7.

The county's building office in Fort Pierce serves unincorporated St. Lucie County, not city lots; see St. Lucie County for that.

How do septic permits work inside Fort Pierce?

Septic permits do not come from the city. In St. Lucie County, OSTDS permits are issued by the Environmental Public Health program of the Florida Department of Health's local county health department313. The application goes in with a site plan, a building floor plan, the fee and a site evaluation done by a qualified professional14.

We could not confirm whether a given city lot has sewer service available; ask the City of Fort Pierce utilities staff through 772-467-30002. Where sewer becomes available, Florida law requires a properly functioning septic system to connect within 365 days after written notice15.

Soils matter countywide: USDA rates only 0.4% of St. Lucie County soils "not limited" for a conventional drain field, so expect a site evaluation and often an engineered system16.

Can you live in an RV or tiny home in Fort Pierce?

Fort Pierce's code allows recreational vehicles in RV parks, and no vehicle may stay in a park more than 30 days in a 60-day period6. In city parks, such as Surfside Park, overnight parking or camping is not permitted17. We could not confirm a city rule for living in an RV on a private lot, or any tiny-home provision, so ask the Planning Department before buying9.

Manufactured homes are treated differently: Florida requires an off-site constructed dwelling to be permitted as of right in any district where single-family detached dwellings are allowed18. In flood hazard areas the city does not permit new installations of manufactured homes in floodways and coastal high hazard areas19.

Building a home in Fort Pierce: the steps, in order

  1. Confirm the parcel is inside city limits and find its zoning district with the Planning Department9.
  2. Check lot size, setbacks and coverage for that district, for example R-58.
  3. Call the Florida Department of Health in St. Lucie County about a septic permit and any well134.
  4. Apply for the building permit through the EPL portal2.
  5. Schedule inspections through the same portal2.

What stays with St. Lucie County, and what to check before you buy

Those figures describe St. Lucie County, not the city alone.

Watch-outs

  • Fort Pierce's zoning figures here come from the R-5 district only; other districts differ, so confirm the parcel's district with the Planning Department89.
  • We could not confirm the city's building permit fees, its septic rules inside city limits beyond the county health department, or any minimum home size; ask the permitting staff2.
  • A county rule such as the 72-hour RV guest limit applies only to unincorporated St. Lucie County, not inside Fort Pierce24.
