Does Grand Lake, Colorado have zoning?
Yes. The Town of Grand Lake zones land inside its own limits under Chapter 12, Article 2 of the town code, and the article creates a Board of Adjustment1. Grand County's zoning applies to unincorporated land, not to parcels inside the town7.
The one district we reviewed is the Recreational Vehicle Park (RVP) district. It requires a minimum lot area of 1 acre and 50 feet of frontage8, building setbacks of 30 feet in front and 50 feet on the sides and rear9, and a maximum height of 35 feet10. We have not reviewed the town's residential districts, so lot size, setbacks, minimum home size and accessory dwelling rules for a house lot are unconfirmed. Ask the Town of Grand Lake for the zoning map and district table for the parcel you are considering.
Subdividing land inside town is reviewed by the Planning Commission and the Board of Trustees11.
Do you need a building permit in Grand Lake, and who issues it?
The Grand County Building & Sanitation Division is the authority having jurisdiction for properties within the town limits of Grand Lake, so building permits for Grand Lake addresses go through the county Division rather than a separate town building office2. The same page says all permit applications are submitted online2.
Grand County's building permit rule covers construction, alteration, relocation, repair, change of use and demolition of buildings, with a short list of exemptions such as small accessory sheds12. The county publishes an Owner as Builder form for property owners who build their own home13. We have not confirmed which building code the town adopted in its own municipal code, so ask the Division which code edition applies to your parcel.
How do septic permits work inside Grand Lake?
Colorado requires a permit to construct, alter or install an on-site wastewater treatment system, and the local public health agency or its designee makes the final inspection1415. In Grand County, the Building & Sanitation Division serves as the Grand County Sanitarian and reviews designs, issues permits and conducts field inspections3.
We could not confirm whether a lot inside town limits connects to public sewer or needs its own system. The town's RV park rules refer to Three Lakes Water and Sanitation District standards for sewer4, so call that district and the Sanitarian before you buy to learn whether sewer reaches the lot. Countywide, only a small share of soils is rated not limited for a conventional drain field, so expect a site evaluation or an engineered system if you need one16.
Can you live in an RV or tiny home in Grand Lake?
RV occupancy is addressed in the town's RVP district, which covers parks with ten or more spaces and limits occupancy to no more than six months4. We have not reviewed the town's other districts, so whether you can live in an RV on your own lot in town is unconfirmed; ask the Town of Grand Lake before you plan on it.
For tiny homes, Colorado treats Division of Housing-regulated tiny homes as approved for long-term living5. Whether the town's zoning allows one on a given lot is not confirmed. Colorado also requires jurisdictions to allow one accessory dwelling unit with a detached home17; ask the town how that is applied in each district.
Building a home in Grand Lake: the steps, in order
- Ask the Town of Grand Lake which zoning district the parcel is in and what it allows, since the town sets zoning inside its limits1.
- Ask the Grand County Sanitarian and the Three Lakes Water and Sanitation District whether the lot has sewer or needs an on-site system3.
- Check whether the lot is in a special flood hazard area, where a development permit is required6.
- Apply online for a building permit with the Grand County Building & Sanitation Division, the authority having jurisdiction inside town limits2.
- Confirm the water source; every new groundwater well in Colorado needs a state well permit18.
What to check before you buy land in Grand Lake
Floodplain comes first. Development in special flood hazard areas inside town needs a permit from the town's floodplain administrator, and the lowest floor of new residential construction must sit one foot above base flood elevation6.
Access matters too: a driveway onto a state highway needs a state access permit19.
For land outside the town, the county's rules differ; see the Grand County page. Countywide figures: typical home value is about $757,88620, the effective property tax rate is 0.3%21, and about 69% of the county is federal land22.
Watch-outs
- We could not confirm the town's building code chapter, certificate of occupancy rules, permit fees or short-term rental rules, so ask the Town of Grand Lake and the Grand County Building & Sanitation Division before relying on them2.
- Grand County's rules for unincorporated land, including its limit of one RV during owner-built construction, apply outside town limits and not to parcels inside Grand Lake23.
- Zoning, building permits and septic can sit with three different offices for the same lot: the town for zoning1, the county Division for building permits2, and the Sanitarian for on-site systems3.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
