Does Placerville have zoning, and what does it mean for lot size and setbacks?

Placerville administers its own zoning inside city limits under Title 10 of the municipal code, with districts set out in Chapter 52. The ordinance lists open space, estate residential, single-family acre, and several single-family residential zones among others11. Rules differ by district, so look up the parcel's zone first.

In the R-1A single-family acre zone, the minimum parcel is one acre, with a 30-foot front yard, a 30-foot rear yard and a 35-foot height limit6127. In the R-1 20,000 zone, the minimum parcel is 20,000 square feet with a 20-foot front yard and 30-foot rear yard1314. In the R-1 10,000 zone, the minimum is 10,000 square feet with 20-foot front and rear yards1516. In the R-1 6,000 zone, the minimum is 6,000 square feet, also with 20-foot front and rear yards517.

Side yards in all four are 10 percent of the parcel width or 10 feet, whichever is less17. Building coverage tops out at 35 percent in each of them18.

Do you need a building permit in Placerville, and who issues it?

Construction inside Placerville city limits that requires a building permit goes through the City of Placerville Building Division, not El Dorado County119. The city's process starts by verifying that the job location is within city limits, then confirming that a building permit is required, then applying through the city's online portal4.

The city has adopted California building codes and requires inspections under the permit, including a final inspection before approval920. Work done without a permit can be legalized as-built, but concealed construction must be exposed and inspected, and the Planning Division also checks zoning compliance21.

The city publishes a fee schedule on its permit page; we could not confirm specific fee amounts, so ask the Building Division2219. We could not confirm the city's owner-builder rules either; ask the same office.

How do septic permits work inside Placerville?

We could not confirm whether the city or El Dorado County handles septic permits for a lot inside Placerville. El Dorado County Environmental Management runs the county's private sewage disposal permits, and its own material does not claim authority over incorporated cities323. Statewide, California septic oversight is shared between the State Water Board, regional boards and local agencies24.

The city's permit page lists handouts on connecting to the city sewer and city water system, which suggests many city lots are expected to connect to public service19. We did not confirm any distance or availability rule, so ask the Building Division whether a sewer connection is required for your address before you plan a septic system.

Where El Dorado County does handle septic, a site evaluation, a site approval report and a sewage disposal system permit are all needed, and percolation tests come first25.

Can you live in an RV or tiny home in Placerville?

We could not confirm Placerville's own rules on RV living, temporary camping or tiny homes. California's statewide guidance says RVs are not intended as permanent dwellings and, unless a local ordinance allows otherwise, generally may be occupied only in mobilehome parks or special occupancy parks10. For a tiny home, the state treats it as allowed only if it qualifies as a recognized type of housing such as a code-compliant home or manufactured home, in an approved location26.

Two Placerville rules are confirmed. Junior accessory dwelling units are allowed in the R-1 10,000 zone inside an existing or proposed single-family dwelling, subject to city code section 10-4-1227. Mobile home parks are a conditional use in that same zone28. Ask the Planning Division about anything else29.

How do you build a home in Placerville, step by step?

  1. Confirm the parcel is inside Placerville city limits using the city's address look-up; otherwise the county's rules apply4.
  2. Find the parcel's zoning district and check lot size, setbacks and height against Title 10229.
  3. Ask the Building Division whether the project needs a building permit and apply through the online portal419.
  4. Ask about sewer or septic and about water service before design is final23.
  5. Pass inspections under the permit, including the final inspection20.

What stays with El Dorado County, and what to check before you buy?

Land outside Placerville city limits is governed by El Dorado County, which has its own zoning and building rules for the unincorporated area; see the El Dorado County page for those30. Short-term vacation rentals inside the city are administered by Placerville, not the county31.

County rules on water wells come from El Dorado County Environmental Management, but we could not confirm whether a well is allowed on a city lot32. The county's flood hazard rules apply to unincorporated land, so ask the city about floodplain status33.

County figures: the typical home value is about $662,24034, and El Dorado County's effective property tax rate is 0.7 percent35.

Watch-outs

  • Search results for Placerville zoning often show El Dorado County's Title 130, which covers only the unincorporated area; inside city limits the city's Title 10 applies36.
  • We could not confirm who issues septic permits inside Placerville city limits; call El Dorado County Environmental Management and the city Building Division before buying a lot you plan to septic3.
  • The city publishes a building permit fee schedule but we could not confirm amounts; get a current estimate from the Building Division22.
