Wahkiakum County is Washington's only county with no county-wide zoning; 38 counties have county zoning.59 Washington has 0 counties with both no residential building permit and no county-wide zoning, so the Washington no-zoning guide is a zoning comparison rather than a route around building-code requirements.101
