Which Ohio counties don’t require a building permit?

Ohio has 15 of 88 counties without a residential building-permit requirement in unincorporated areas; the county counts concern land outside city limits, where municipal rules can differ.1 The highest-scoring counties in that group are Adams County, Monroe County, Morgan County, Perry County, Gallia County, Hocking County, Holmes County, Vinton County1. Another 28 counties require a residential building permit only in some cases, and 45 require one.32

Ohio adopts separate residential and nonresidential building codes, but residential plan submission is not required under the cited statute where no certified residential building department has jurisdiction.1314 Owner-builders do not need an architect or engineer seal on residential plans, but must obtain applicable plan approval before construction.11 Use the Ohio no-building-codes list to begin a location shortlist; ask the Ohio Board of Building Standards about the department certified for the address.115
