Which Idaho counties don’t require a building permit?

Idaho County is the only Idaho county listed without a residential building permit requirement.3 The county counts concern unincorporated land; county zoning authority stops at city limits, so ask the city building and planning offices about a parcel inside a city.13 Custer County and Clark County have requirements limited to certain cases, while 41 counties require residential building permits.21 Start with the Idaho counties with no building codes list, then read the county’s specific answer.

Idaho’s adopted residential code uses the 2018 International Residential Code with Idaho amendments, subject to the Building Code Act’s local-government framework.14 Electrical, plumbing and HVAC work still require applicable trade permits, with jurisdiction varying by location.15 Owners doing their own work on their own land qualify for a contractor-registration exemption if they do not intend to sell within 12 months; that exemption does not remove applicable building or trade permits.11 See the owner-builder county list and ask DOPL which permit program covers the work.
