Does Stratford, Wisconsin have zoning?

Yes. The Village of Stratford points applicants to its own Village Ordinances and Zoning Code on eCode36027. Inside Stratford, the Village sets zoning; Marathon County's general zoning applies only in towns that choose to participate, and cities and villages may have separate zoning jurisdiction8.

We could not open the district schedule, so we cannot confirm minimum lot sizes, setbacks, building height, accessory dwellings or whether recreational vehicles and tiny homes may be lived in on a village lot. Ask the Village Clerk before you buy, and read the zoning code for the specific parcel's district.

Marathon County's recreational vehicle rules cover unincorporated land under county zoning, not village lots9.

Do you need a building permit in the Village of Stratford?

Yes. The Village of Stratford requires a building permit for new construction and additions inside the village, and its application states that work will not start without a permit1.

The Village's site permit form carries a $30 site permit fee5. Building permit fees are separate, and the permit is not valid until they are paid in full1. The application states construction must begin within six months and be finished within twelve months of issuance1.

For a new one- or two-family home, Wisconsin's Uniform Dwelling Code also requires a permit, issued by the municipality when it has delegated authority and otherwise by the state10.

Who issues building permits in Stratford, and how do you reach them?

The Village issues site and building permits itself. Applications go through the Village of Stratford office at 213060 Legion St, PO Box 12, Stratford, WI 54484, phone 715-687-41667. The Village's forms name a Building Inspector, but we could not confirm the inspection schedule, so ask the Clerk who inspects and when11.

The site permit needs a site plan showing the building or addition on the lot, with dimensions from all property lines and a description of the drainage plan11. The building permit application asks for owner, property, contractor, project and subcontractor information11.

Marathon County's planning and zoning counter in Wausau is not where village building permits are issued.

How do septic permits work in Stratford?

Septic permits inside the Village of Stratford come from Marathon County, not the village. The county's Conservation, Planning and Zoning Department administers the private sewage system ordinance for property inside the village412.

Every private sewage system needs a separate application and sanitary permit, except minor repairs3. Where public sewer is available, the county may not issue a sanitary permit for a private system3. If sewer later becomes available, the private system must be disconnected within one year13. The Village's site permit form lists a $500 sewer hook-up fee and says water connection fees are billed at actual cost5.

State approval may also be required for systems within state jurisdiction4. Call the county at 715-261-6000 to learn whether a lot is on public sewer or needs a private system12.

Building a home in Stratford: the steps, in order

  1. Ask the Village Clerk at 715-687-4166 which zoning district the lot is in and whether sewer and water reach it7.
  2. If no public sewer is available, apply to Marathon County for a sanitary permit; Wisconsin does not allow a building permit for a new dwelling on a private system until the sanitary permit is issued14.
  3. Submit the Village site permit with a site plan and drainage description, then the building permit application11.
  4. Pay the building permit fees in full and wait for the permit before starting work1.
  5. Request each Uniform Dwelling Code inspection before covering the work, and take occupancy only after a final inspection1516.

Wisconsin lets an owner who occupies or will occupy the home take out the construction and erosion control permits; this does not waive any required permit6.

What stays with Marathon County, and what to check before you buy

Septic permits stay with Marathon County even inside village limits3. Land outside the village is a different question: for land outside village limits, see the Marathon County page.

County-level numbers describe all of Marathon County, not just Stratford. Marathon County's effective property tax rate is 1.5% and the median property tax bill is $3,108 a year1718.

We could not confirm Village rules on private wells, driveways, floodplain development, accessory dwellings or short-term rentals. The Village publishes a Water Well Permit Application, so ask the Clerk about wells before you drill. For driveways onto a state highway, Wisconsin requires a permit from WisDOT19.

Watch-outs

  • The Village's building permit application is not itself a permit; work cannot start until the permit is issued and fees are paid1.
  • A private septic system is not allowed where public sewer is available, so confirm sewer service before you buy a village lot3.
  • We could not confirm Stratford's rules on RV living, tiny homes, lot size, setbacks or accessory dwellings; ask the Village Clerk at 715-687-41667.
