Building permits, zoning and septic rules in Mauston, Wisconsin

Mauston, Wisconsin requires building permits for most construction or remodeling projects and administers its own zoning inside the city, both through City of Mauston Zoning / Planning.12 Construction cannot begin until the city permit is approved.3 Septic is separate: a building on a private sewage system needs a sanitary permit before the building permit issues, and the Juneau County Sanitation & Zoning Department is the office to ask about it.45

Do you need a building permit in Mauston, Wisconsin?

Yes. Mauston requires a building permit for most construction or remodeling projects and directs applicants to the Zoning Administrator for a project-specific determination.1 The municipal code also says an owner or contractor cannot begin construction of a building or mechanical system before obtaining a valid permit from the municipal building inspector.8

Mauston has adopted Wisconsin building-code chapters and assigns enforcement to the building inspector.10 The city contracts inspection services through General Engineering, but City of Mauston Zoning / Planning is the useful first contact for both zoning and building-permit coordination.11 Once work is underway, the applicant or agent must contact the city when each required inspection is ready.12 A permitted building, alteration or addition cannot be occupied until inspection and issuance of a temporary occupancy permit or a certificate of completion and occupancy.13

For a new one- or two-family home, including a manufactured home installation, Wisconsin's Uniform Dwelling Code also requires a permit, issued by the municipality when it holds delegated authority and by the state otherwise.1415 The application must include plans, contractor license information and the permit fee.16 Required inspections are footings, foundation, rough construction, insulation and the final.17 An owner who will occupy the dwelling can apply without a dwelling contractor certification, though the permit is still required.18

Does Mauston have zoning, and what does it mean for RVs and tiny homes?

Mauston administers zoning maps, ordinances, site-plan review and variances inside the city.2 Before a permitted use is started, changed or altered, the city requires a zoning permit.7 Mauston publishes agricultural, rural-residential, residential, office, business and industrial districts, and overlay districts can add floodplain, shoreland-wetland, lakeshore, drainageway or natural-resource requirements.1920

Roadway, rear-yard and side-property-line setbacks vary by zoning district, so a setback from another parcel cannot safely be reused without checking the map and ordinance.6 The city also requires a proposed construction lot to comply with both zoning and subdivision regulations before issuing a zoning permit.21

Juneau County separately runs floodplain zoning, with Floodway, Floodfringe and General Floodplain districts and a land use permit before development, repair, modification or a change in use; we could not confirm how that county ordinance applies inside city limits, so ask City of Mauston Zoning / Planning about any parcel near a mapped floodplain.222324

We could not confirm a Mauston rule that specifically authorizes living in an RV on private land, a separate tiny-home classification or a citywide minimum dwelling size. Ask City of Mauston Zoning / Planning to classify the proposed structure and occupancy in the parcel's district before buying or placing it.7

How do septic permits work inside Mauston?

A building in Wisconsin that uses a private sewage system must have a sanitary permit before a local building permit is issued, and applicable system plans need approval.4 Juneau County has delegated plan-review authority for qualifying at-grade and mound systems with design wastewater flows up to 1,000 gallons per day; designs outside that delegation may require Wisconsin Department of Safety and Professional Services review.2526

The available official material does not settle which office issues every sanitary permit for an incorporated Mauston address. Start with the Juneau County Sanitation & Zoning Department at 608-847-9391 and ask it to confirm the correct permitting route for the parcel and proposed system.5 Septic is not part of the city's building permit: the sanitary permit sits with a different office than the City of Mauston, and Mauston's zoning and building approvals do not replace it.4

Do not treat public water or sewer availability as resolved by the zoning map: the city publishes service applications, but we could not confirm a complete connection rule for a new home. For a building with plumbing that is not connected to public sewer, Wisconsin still requires suitable wastewater treatment, recycling, dispersal or holding.27

Building a home in Mauston: what are the steps?

First, confirm that the parcel is inside Mauston and identify its base zoning district and any overlay district with City of Mauston Zoning / Planning.220 Next, confirm that the proposed use, lot, site plan and setbacks comply with the zoning ordinance and subdivision regulations.2829

If the site will use private wastewater, resolve the sanitary permit and required plan review before seeking the local building permit.4 Then submit the applicable city zoning and building applications with the required fee; work cannot begin until approval.30 The city publishes building, zoning, sewer-service, water-service and driveway applications.31

During construction, contact the city when each required inspection is ready; for a new home these include footings, foundation, rough construction, insulation and the final.1217 Before occupying the completed work, obtain the required inspection and either the applicable temporary occupancy permit or certificate of completion and occupancy.32

What should you check before buying land in Mauston?

Confirm the official zoning map and do not assume that a residential label answers every use question: Mauston's use tables and zoning-permit process control what can be developed in each district.33 Ask for the parcel-specific setbacks, because roadway, rear-yard and side-property-line requirements vary by district.28 Also confirm that the lot satisfies subdivision requirements before relying on it as buildable.34

Check access separately. Mauston publishes a driveway permit application, but we could not confirm the operative city access standards; ask Zoning / Planning whether the proposed entrance needs city approval.35 A connection to a Wisconsin state highway requires a WisDOT connection permit.36

If private wastewater may be necessary, resolve sanitary permitting and system feasibility early.4 Juneau County soils outside severe conventional-drain-field limits account for only 0.5 percent countywide, so a site evaluation can materially affect the design and cost.37

Watch-outs

  • A building permit does not replace Mauston's zoning approval; construction cannot begin until the applicable permit is approved.3
  • Mauston setbacks vary by zoning district, so confirm the parcel's district before fixing a house or accessory-building location.6
  • We could not confirm a city-specific rule allowing residential RV occupancy, tiny homes or accessory dwelling units; ask City of Mauston Zoning / Planning before relying on any of those uses.2
  • A private-sewage site needs its sanitary permit before the local building permit can issue.4
  • A mapped floodplain parcel may need a Juneau County land use permit before development; we could not confirm whether that applies inside Mauston city limits, so ask Zoning / Planning.2311

  37. Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
