Do you need a building permit in Paradise, Texas?

Yes. Paradise requires a building permit from the Building Inspector before a permanent structure is constructed or otherwise placed inside city limits.7 The permit application must include enough foundation and structural detail to show compliance with the Building Code.10 Paradise has adopted model construction codes, including the 2018 International Residential Code and the 2020 National Electrical Code, subject to city amendments and conflicts with other city ordinances.11

After permit issuance, the Building Inspector conducts foundation, plumbing, electrical and framing inspections before the certificate of occupancy.12 A permanent structure may not be occupied until the Building Inspector issues that certificate.8 When required submittal documents trigger plan review, the published plan-review fee is 30% of the building-permit fee and is charged in addition to permit fees.13

Who issues building permits in Paradise, and how do you reach the office?

The Paradise Building Inspector approves plans, issues building permits, performs the required construction inspections and issues certificates of occupancy for compliant permanent structures.1415 City Hall's Building and Permitting contact is at 218 Main St., Paradise, TX 76073, and the general information number is +1 940-969-2114.16

Bring the parcel address, zoning district if known, a site plan, and foundation and structural details when asking what the application needs. The verified ordinance describes the core review sequence but does not provide a complete online application workflow or permit portal.17 City Hall is therefore the practical first stop for the current form, submission method, inspection scheduling and total fee.16 Wise County's rule that general building permits are not required applies outside incorporated cities and their extraterritorial jurisdictions, not to a project inside Paradise.18

Does Paradise have zoning, and what does it mean for a homesite?

Paradise has municipal zoning, and land, buildings and structures inside the city must follow the rules of the applicable zoning district.4 Published districts include agricultural, single-family residential, multifamily residential, manufactured-home, business, industrial, planned-development and floodplain categories.19

Standards vary by district. In the R-1 Single-Family Residential District, the published minimum lot area is 7,500 square feet, with a lot-of-record exception described in the ordinance.20 In the Agricultural District, a single-family dwelling requires a building lot of at least 2 acres and must be adequately served by city utilities or a septic tank on the lot.9 Paradise also requires building sites or lots created under the zoning ordinance to have access by a public street or drive.21 Ask City Hall to confirm the parcel's mapped district and every applicable table note before designing the site.16

How do septic permits work inside Paradise?

Wise County identifies Public Works as the countywide contact for required septic permits and gives 940-627-9332 as the number to call.3 The Paradise materials reviewed here do not establish a separate city septic application or inspection process, so confirm jurisdiction and the current submittal steps with Wise County Environmental Services before ordering a system design.22

Texas generally requires a permit and approved plan to construct, alter, repair, extend or operate an onsite sewage facility, subject to stated exemptions and any stricter local rules.23 Wise County's effective rule is stricter than the statewide acreage exception: its materials say all onsite sewage facilities require a permit, including systems on tracts of 10 acres or more.24 Only 24% of mapped Wise County soils avoid severe limitations for a conventional septic drain field, so make septic feasibility and the house location a purchase contingency.25

Can you live in an RV or tiny home in Paradise?

Paradise prohibits using a travel trailer or recreational vehicle as a permanent residence inside city limits.6 That rule does not answer whether short-term camping is allowed, and we could not confirm a temporary-camping provision; ask City Hall about the parcel, duration, utility hookups and reason for occupancy before staying onsite.16

We also could not confirm a separate Paradise rule for tiny-home occupancy or a citywide minimum dwelling floor area. A tiny home proposed as a permanent structure still faces the city's building-permit, zoning and certificate-of-occupancy requirements.748 Manufactured housing has its own mapped districts: the published zoning list includes a Manufactured Home Park District and a Manufactured Home Subdivision District.19 Do not assume that an RV, manufactured home and tiny home are interchangeable categories; give City Hall the exact unit type and proposed foundation.16

Building a home in Paradise: the steps, in order

  1. Ask Paradise City Hall to confirm that the parcel is inside city limits, identify its zoning district and verify that the proposed dwelling and site layout are allowed.416
  2. Resolve wastewater before fixing the house location; Wise County Public Works is the listed contact for required septic permits.3
  3. Prepare the site, foundation and structural information needed for Building Inspector review, then obtain the building permit before construction or placement.10
  4. If the site bears the FP floodplain prefix, obtain City Council approval after the required engineering studies before erecting a structure.26
  5. Arrange foundation, plumbing, electrical and framing inspections after permit issuance.12
  6. Do not occupy the permanent structure until the Building Inspector issues the certificate of occupancy.8

What should you check before buying land in Paradise and Wise County?

Verify the city-limit line first, because Paradise requires building permits and zoning compliance while Wise County does not require general building permits in its unincorporated areas.727 Ask City Hall for the parcel's zoning district, allowed dwelling type, lot standards, access requirements and any floodplain overlay.52128

Settle septic feasibility early because only 24% of mapped Wise County soils avoid severe limitations for a conventional drain field.25 Wise County's effective property-tax rate is about 1.2%, and its median annual property-tax bill is about $3,293.2930 If a driveway will connect to a Texas state highway, the applicant must submit TxDOT Form 1058 and receive an executed driveway permit before work begins in the right of way.31

Watch-outs

  • Do not apply Wise County's no-general-building-permit answer to a Paradise address; permanent structures inside the city require a Paradise building permit.718
  • A travel trailer or RV cannot serve as a permanent residence inside Paradise.6
  • A structure in a district area marked with the FP floodplain prefix needs City Council approval after engineering review.26
  • Paradise-specific rules for temporary camping, tiny homes, private wells and owner-builders could not be confirmed; ask City Hall before relying on any of those options.16
