Wise County, Texas

Building permits, zoning and land rules in Bridgeport, Texas

Bridgeport, Texas requires city building permits for new construction inside city limits.1 The city also administers zoning and permits on-site sewage facilities, so Wise County's no-general-building-permit rule does not answer what is required in Bridgeport.234

Do you need a building permit in Bridgeport, Texas?

Yes. New construction inside Bridgeport requires a city building permit, and the application must include two sealed plan sets and plot plans.1 The proposed structure's corners must be staked before permit issuance.1 Bridgeport's published process requires at least four working days between receipt of an application and permit issuance; detached accessory structures, porches, patios and additions to single-family structures may use a location sketch, but trade work still requires its own permitting.13

Bridgeport has adopted the 2021 International Building and Residential Codes, related 2021 construction codes, and the 2020 National Electrical Code, as locally revised.10 Do not substitute Wise County's rule for the city's: the county says it does not require general building permits outside incorporated cities and directs property in a city or ETJ to City Hall.4

Who issues building permits in Bridgeport, and how do you reach them?

City of Bridgeport Development Services is the practical first stop for building-permit, inspection and zoning questions at 901 Cates St., Bridgeport, TX 76426, or (940) 683-3413.14 Property owners may perform work on their own property, but Bridgeport still requires the proper permits and applies the same inspection standard used for work performed by an appropriately licensed person.7

For new construction, prepare the sealed plans, plot plan and site staking before expecting permit issuance.1 The city requires a certificate of occupancy and compliance before newly erected, altered or extended buildings are used, or before land or a building changes use.15 Development Services should also confirm the parcel's zoning district and any approvals that must precede the building-permit application.9

Does Bridgeport have zoning, and what does it mean for a homesite?

Bridgeport has municipal zoning, and the applicable district controls use, lot dimensions, yards and building size.2 In the R-1 One-Family District, a new or structurally altered home generally needs at least 6,000 square feet of lot area per family and 50 feet of frontage.16 R-1 and R-2 buildings generally have a 25-foot front yard, interior side yards of at least 5 feet, and a rear yard based on 20% of lot depth subject to the ordinance's cap and exceptions.17

One-family dwelling units in R-1 and R-2 must provide at least 1,300 square feet of floor area, while the stated two-family dwelling-unit minimum is 900 square feet.11 Manufactured housing has separate MH and MHP rules, including district-specific lot, yard, height and placement standards.18 Confirm the mapped district with Development Services before treating any dimensional rule as applicable to a particular parcel.5

How do septic permits work inside Bridgeport?

Bridgeport requires a city OSSF permit to construct, alter, repair or extend an on-site sewage facility serving a residential, commercial or institutional building, regardless of tract acreage.3 The city administers its local program and enforces the incorporated Texas OSSF rules.19 Contact City of Bridgeport Development Services at 901 Cates St., Bridgeport, TX 76426, or (940) 683-3413 before commissioning a design or starting excavation.20

For new subdivisions and development within the city and the relevant water-and-sewer service area, an approved water supply and sewage-disposal system is required; connection to city sanitary sewer is required unless the city manager makes the ordinance's unreasonable-expenditure determination.21 Only 24% of Wise County soils are rated without severe limits for a conventional septic drain field, so a parcel-specific site evaluation matters even where an OSSF is possible.22

Can you live in an RV or tiny home on land in Bridgeport?

Bridgeport expressly prohibits occupying a recreational vehicle as living quarters in the MHP manufactured-home-park district.8 We could not confirm a general rule that resolves RV occupancy or temporary camping on every other private parcel inside Bridgeport, so ask Development Services about the parcel's zoning district and proposed duration before relying on an RV for housing.14

Bridgeport does not publish a separate tiny-home occupancy category in the material reviewed, but a small dwelling is still subject to city zoning, adopted construction codes and the standards of its district.910 For example, one-family dwelling units in R-1 and R-2 have a 1,300-square-foot minimum floor area, while manufactured homes in the MH district have a 1,200-square-foot minimum.1123 A manufactured home also needs a permit from the building official before lot preparation or placement begins.18

Building a home in Bridgeport: what are the steps?

  1. Ask Development Services to confirm that the site is inside Bridgeport and identify the zoning district, allowed residential use, setbacks and applicable review path.914
  1. Resolve water and wastewater service early; if the project will use an OSSF, obtain the required city septic permit before construction, alteration, repair or extension.3
  1. Prepare two sealed plan sets, plot plans and the required site staking for the new-construction building-permit application.1
  1. Allow for the city's minimum four-working-day interval after application receipt before permit issuance, and do not begin work until the required permits are in hand.13
  1. Schedule required inspections; owner-performed work is inspected under the same standard as appropriately licensed work.7
  1. Obtain the certificate of occupancy and compliance before occupying or using the completed building.15

What should you check before buying land in Bridgeport?

Start with the city-limit and zoning status, because Bridgeport's city rules differ sharply from Wise County's rules for unincorporated land.24 Confirm the mapped district, allowed dwelling type, minimum floor area, lot dimensions and setbacks with Development Services before making an offer.514

Verify whether city sewer is available or an OSSF will be needed; Bridgeport requires a city OSSF permit regardless of acreage, and Wise County soil data indicate that conventional drain fields face severe limitations across much of the county.322 A private water well requires City Council approval, while new development in the relevant city water-and-sewer service area is subject to the city's utility provisions.1221 We could not confirm Bridgeport's operative floodplain-development standards or a general city driveway rule, so ask Development Services about floodplain status and access review for the specific parcel.14

Watch-outs

  • Wise County's no-general-building-permit rule applies outside incorporated cities and does not eliminate Bridgeport's city building-permit requirements.41
  • An RV cannot be occupied as living quarters in Bridgeport's MHP district, and a rule for every other private parcel could not be confirmed; ask Development Services before planning RV occupancy.814
  • A private well inside Bridgeport requires City Council approval, and the council may impose project-specific requirements.12
  • Bridgeport requires a certificate of occupancy and compliance before a new or altered building is used.15
