- Water Crystal Quest Filter any source — well, rain, or creek — to drinking-clean.
- Power Bluetti Solar generators and home battery backup for living off the grid.
- Septic Soil percolation test kit Run your own perc test before paying an engineer — the first thing a septic office asks about.

Does Pharr, Texas have zoning, and what does it mean for RVs and tiny homes?
Yes. The City of Pharr zones property inside city limits, and its zoning page says the city currently has 17 land use categories, from Agricultural and Single Family Residential to General Business and Heavy Industrial4. Each category carries its own lists of permitted, conditional and prohibited uses, and a conditional use needs a permit1.
That makes the zoning district of a specific lot the deciding fact for almost every question a buyer asks. We could not confirm Pharr's rules on RV occupancy, tiny homes, accessory dwellings, minimum lot size, setbacks or minimum home size, so do not assume any of them is allowed. Call8 with the address and ask for the district and its use list before you pay for the land.
Outside Pharr's city limits the answer is different: Hidalgo County has no zoning authority of its own3.
Do you need a building permit in Pharr, and who issues it?
Yes. The City of Pharr issues its own residential building permits for one-to-four-family homes on individually platted lots inside city limits29. Permits cover new construction and any work that changes, moves or repairs walls, floors, ceilings, windows, doors, electrical, mechanical or plumbing. Cosmetic remodels such as floor or wall covering, cabinets, counter tops and shelving do not need one2.
Before anyone can occupy a new building, it must be inspected and approved by Planning & Zoning, and a certificate of occupancy applies to new buildings and to remodeled, altered or expanded buildings1011. We could not confirm which construction code edition Pharr has adopted, or whether it exempts owner-builders; ask City of Pharr Building Safety.
Who do you call about building permits and zoning in Pharr?
For zoning questions, the City of Pharr Development Services department sits on the first floor of city hall at 118 S. Cage Blvd, and its planners take calls at (956) 402-42428. Building permits come from City of Pharr Building Safety, which publishes the residential permit rules on the city's construction page9; the city hall number listed on that page is (956) 402-40009.
Do not send a Pharr address to the Hidalgo County Planning Department. The county's permitting office serves unincorporated land, and it is at 2818 S. Business Hwy 281 in Edinburg, with a phone number of (956) 318-284012. The county applies its Chapter 232 development permit to structures under county jurisdiction, not inside a city13.
How do septic permits work inside Pharr, Texas?
We could not confirm who administers septic permits inside Pharr city limits, and no official Pharr page we found says. Hidalgo County's on-site sewage facility (OSSF) rules, run through its Environmental Health Department, apply to Hidalgo County outside the boundaries of any municipality14. Do not assume they cover a lot inside Pharr.
What Pharr's housing code does say: where a public sewer system is available, a structure must be connected to it5. On a city lot with sewer in the street, that connection is the likely route, but confirm with Development Services before relying on it.
Statewide, Texas requires a permit and approved plan to build, alter or repair a septic system, with a narrow exemption for a single home on at least 10 acres that meets every TCEQ condition15. A lot inside a city will almost never qualify.
Can you live in an RV, tiny home or manufactured home in Pharr?
Manufactured homes are the one housing type Pharr's own pages answer. Only models manufactured after 1975 are allowed in the City of Pharr, a used home or one older than five years needs a visual inspection first, and skirting and a driveway are required before electricity is connected616. The city lists a $75 placement fee for a new home placed in a legally recorded manufactured home subdivision and a $100 inspection fee for a used home6.
We could not confirm Pharr's rules on RV occupancy, temporary camping or tiny homes inside city limits. Ask Development Services which zoning district applies to the lot.
Outside city limits, the Hidalgo County Planning Department stopped granting development permits and utility clearances for RVs, travel trailers and motor homes used as primary residences starting in 202512.
Building a home in Pharr: the steps, in order
- Call8 with the address to learn the zoning district and whether your planned use is permitted, conditional or prohibited4.
- If the land is not yet a platted lot, ask about the city's subdivision process: preliminary plat approval by the Planning and Zoning Commission comes first, and final plat approval by the Planning and Zoning Commission and City Commission comes later17.
- Apply for a residential building permit with City of Pharr Building Safety2.
- Ask Development Services how sewage will be handled; connect to public sewer where it is available5.
- Pass inspections and get the certificate of occupancy before moving in11.
- If you do your own electrical or plumbing, Texas exempts owners from state licensing on their own home, but that does not exempt the work from local permits or inspections18.
What stays with Hidalgo County, and what to check before you buy in Pharr
Land outside Pharr's city limits is governed by Hidalgo County, not by the city. In unincorporated Hidalgo County a development permit is required for any structure13, and septic permits are handled through the county Environmental Health Department14. Check the parcel on a map first, because the Planning Department decides whether a property sits in county jurisdiction or a city's extraterritorial jurisdiction (ETJ)19.
Two more checks. Flood zones A, AE, AH and AO need an approved development permit and elevation certificate from the county Flood Plain Administrator in county jurisdiction20; we could not confirm Pharr's own floodplain rule. And Hidalgo County's effective property tax rate is 1.8%21.
Watch-outs
- Septic authority inside Pharr city limits is unconfirmed; the county's OSSF rules are written for land outside municipalities, so ask Pharr Development Services before you buy14.
- RV living, tiny homes, accessory dwellings and dimensional rules (lot size, setbacks, height) inside Pharr depend on the lot's zoning district and are unconfirmed; get the district from Development Services in writing4.
- Hidalgo County stopped granting development permits and utility clearances for RVs used as primary residences starting in 2025, which affects land just outside Pharr12.
