Does Sour Lake, Texas have zoning, and what does it mean for RVs and manufactured homes?
Sour Lake has zoning of its own, with named districts such as AG (Agricultural) and R (Residential Single-Family Dwelling)23. The city prohibits installing a mobile home or recreational vehicle as a residential dwelling within its corporate limits1. The prohibition looks forward only: a mobile home that was legally permitted and lived in earlier can be replaced with a HUD-code manufactured home1.
A HUD-code manufactured home needs a city location permit, and installation is allowed only in areas the city has determined appropriate, such as subdivisions, single lots, rental communities and parks5. An application is deemed approved unless the city denies it in writing within 45 days and gives a reason10. Valid deed restrictions still apply5. We could not confirm any tiny-home or temporary-camping rule; ask the City Secretary4.
What are the lot size, setback and height rules in Sour Lake?
Rules depend on the district. In the R district, a lot must be at least 7,000 square feet, 70 feet wide and 100 feet deep3. Setbacks there are 25 feet in front and 25 feet in the rear, with 5 feet on interior sides, or 7.5 feet for buildings of two or more stories11. The R district also sets a minimum living area of 120 square feet12.
In the AG district, the minimum lot is 32,670 square feet, or three-quarters of an acre, and each lot needs at least 25 feet of frontage on a dedicated public street2. AG setbacks are 25 feet in front, 7 feet on the side and 10 feet in the rear13. No building in either district may exceed 35 feet78.
Do you need a building permit in Sour Lake, and who issues it?
Inside Sour Lake, the city runs its own permitting. The city's permit page answers "Do I need a permit?" with "Likely," and lists the work that does not need one instead14. Residential, commercial and repair/alteration applications are listed under the city's Permitting menu14. For zoning and development requests, applicants contact the City Secretary, and the City Manager reviews the application before the Planning & Zoning Commission and City Council act4.
We could not confirm the city's adopted building code, inspection rules or certificate-of-occupancy requirements. Call the city at (409) 287-3574 before you design anything4. A floodplain development permit is also required inside the city9.
How do septic permits work inside Sour Lake?
We could not confirm which office issues septic permits for lots inside Sour Lake. Texas requires a permit and approved plan to build, alter, repair or operate an on-site sewage facility15. In most areas a local government acts as a TCEQ-authorized agent, and the TCEQ regional office issues permits where none has been authorized16. For unincorporated Hardin County, the county subdivision manual names the Hardin County Environmental Health Department or TCEQ17.
A tract of at least 10 acres can qualify for an exemption, but only when every condition is met, including a site evaluation and 100 feet from the property line15. The soil survey rates almost none of Hardin County's soils as unlimited for a conventional drain field, so expect a site evaluation and possibly an engineered system18. Ask the City Secretary whether city sewer reaches your lot4.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
