Does Bulverde, Texas have zoning, and what does it mean for lot size and setbacks?
Yes. The City of Bulverde divides the land inside city limits into 11 zoning districts, and the rules change by district2. Two districts matter most for a buyer of larger tracts. In the R-1 Residential District, lots need at least 5 acres4. In the AG Agricultural District, lots need at least 10 acres5. Both districts also require at least 210 feet of lot width5.
In both AG and R-1, structures need a front setback of at least 100 feet, an interior side setback of at least 40 feet and a rear setback of at least 50 feet67. Buildings, including accessory buildings, may cover no more than 10% of an AG lot8 or an R-1 lot9, and building height tops out at 35 feet in each1011.
These numbers are for land inside Bulverde. Land outside city limits is in unincorporated Comal County, where the county's own rules apply.
Do you need a building permit in Bulverde, and who issues it?
Inside Bulverde, the city's Office of Building Review and Inspection handles construction permits, including residential building permits, driveway permits, contractor registration, remodeling and certificates of occupancy1. Applications can be filed online or in person at City Hall, 30360 Cougar Bend1.
Projects that add more than 2,000 square feet of impervious cover need a Tier 2 drainage analysis with a building permit application1. We could not confirm which building code edition the city enforces or its owner-builder rules, so ask the Building Review and Inspection office before you draw plans.
Fees depend on the permit. The city's planning and development fee schedule lists a $1,500 base fee for a final plat, plus per-lot fees12.
How do septic permits work in Bulverde, Texas?
Septic permits are not issued by the city's building office. In Comal County, a person building, altering or operating an on-site sewage facility needs a permit and approved plans from the Texas Commission on Environmental Quality or its authorized agent, which is Comal County3. A qualified site evaluator must examine the site and soil first3.
Installation requires three inspections, and the office must be told at least 24 hours before each is needed13. The installer owes a $150 reinspection fee if the system is not ready13.
We could not confirm whether the county handles every lot inside Bulverde city limits or whether the city has any separate septic rule. Call Comal County Environmental Health at 830-608-209014 before you count on a septic system on an in-city lot.
Because only about 2% of soils in Comal County rate as not limited for a conventional drain field15, expect a site evaluation and possibly an engineered system.
Can you live in an RV or tiny home in Bulverde?
We could not confirm Bulverde's rules for long-term RV living, temporary camping, tiny homes, manufactured homes or accessory dwellings. The city's zoning code is district-based2, so the answer will depend on the district your lot is in. Do not assume the answer from county land: Comal County's lack of county zoning applies to unincorporated land, not to land inside a city that has adopted its own zoning.
Before you park an RV or place a tiny home, ask the City of Bulverde's Planning and Development staff at 830-438-36121 and get the answer in writing.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
