Inside Walterboro city limits in Colleton County, South Carolina, the city enforces its own Unified Development Ordinance for zoning1 and has adopted the state building codes for construction2. New development must connect to the City's water and sewer systems3, so a septic system is the exception here. Septic and well permits come from the state, and the Colleton County office covers only land outside the city.

Does Walterboro, SC have zoning, and what does it mean for RVs and tiny homes?
Yes. Walterboro's Unified Development Ordinance became effective August 14, 2012 and replaced the City's earlier zoning and land-development regulations1. The UDO creates 11 zoning districts, plus overlay districts, and no land or structure may be built, altered or subdivided except in line with the district rules9. Pick the district first: lot size, setbacks and height all depend on it.
For RVs, the only rule we confirmed is for campgrounds: no person, recreational vehicle or tent may occupy a Walterboro campground for more than 30 days, and the campground must keep an occupant register6. Campground spaces must also sit at least 100 feet from adjoining lot lines6. We did not find a rule that lets you live in an RV on a private city lot, so ask City zoning staff before parking one. The UDO has no express tiny-home rule that we could confirm6. Call the City at10.
Do you need a building permit in Walterboro, and who issues it?
Inside the city, the City of Walterboro handles building permits, not Colleton County. The City's code says Walterboro will enforce the 2018 International Building, Residential, Fire, Plumbing and Mechanical codes, along with South Carolina's modifications2. Walterboro's planning and development staff review plans and run inspections4.
For one- and two-family construction, the City asks for three sets of site plans and building elevations, drawn to scale4. Its stated goal is to contact you within 10 days of receiving plans with any revisions needed4. Fees are not listed as a fixed amount: no permit or approval issues until fees are paid in full, and the Certificate of Zoning Compliance fee is set by City Council11. A Certificate of Zoning Compliance application must be complete before the zoning administrator will consider it12. Forms are on the City's building permit page and zoning permit page13.
How do septic permits work inside Walterboro?
Most new development in Walterboro will not use septic at all, because the UDO requires all new development to connect to the City's water and sewer systems according to City standards14. South Carolina also says onsite wastewater permits cannot be issued where public sewer is accessible15.
Where a septic system is allowed, the state issues the permit. South Carolina law requires site approval and a permit from the Department of Environmental Services before a home goes on property that public or community sewer does not serve, and without it the building permit cannot be issued16. We could not confirm any city-specific septic rule or inspection requirement inside Walterboro, so confirm sewer availability with the City and call the state's Onsite Wastewater line17. Colleton County's soils are not friendly to drain fields: only 5.9% of soils rate not limited for a conventional system18, so expect a site evaluation.
Can you build your own home in Walterboro as an owner-builder?
South Carolina exempts some owner-performed residential work from building permit and licensure requirements, but only for the improvements listed in S.C. Code § 40-59-2657. The owner must personally appear and sign the building permit application, must supervise the work, and the home must be for the owner's or family's occupancy, not for sale or rent19. Selling or renting within 2 years after completion is presumed to show the project was built for sale or rent19. Construction must still comply with all applicable zoning regulations and building codes19.
Building a home in Walterboro: the steps, in order
- Confirm the zoning district on the City's zoning map and read the UDO rules for it9.
- Ask City staff whether public sewer reaches the lot; new development must connect to City water and sewer3.
- Get a Certificate of Zoning Compliance; single- and two-family applications need plot-plan information12.
- Submit three sets of site plans and elevations for the building permit4.
- If the driveway meets a state-maintained road, it must meet SCDOT driveway requirements20.
- Schedule inspections by calling the City, and wait for the certificate of occupancy or final inspection before moving in4.
- Splitting a lot into a subdivision triggers more review: plans analyzing existing features are required for subdivisions of more than 5 lots21.
What stays with Colleton County, and what to check before you buy?
Land outside Walterboro's limits is a different case. Colleton County's own Planning and Development Department handles zoning and building permits only in unincorporated areas22; see the Colleton County page for those rules. Confirm which side of the line a parcel is on before relying on either set of rules.
Wells are a state matter either way. Before building an individual residential well, the owner, agent or driller submits a Notice of Intent, and the fee is $70 for a residential well8. Property taxes are set at the county level: Colleton County's effective rate is 0.6%23.
Watch-outs
- We could not confirm a septic permitting or inspection rule specific to land inside Walterboro city limits; ask City staff about sewer access and the state Onsite Wastewater office about any septic permit17.
- We found no rule that allows living in an RV on a private lot inside Walterboro; the only confirmed RV rule is the 30-day campground limit6.
- We could not confirm a dwelling minimum floor-area rule, a short-term-rental rule, or an agricultural exemption inside Walterboro; call City planning and development staff10.
- South Carolina's 2024 building codes were adopted but local implementation is January 1, 2027, so the code edition in force may change24.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
