Does Pageland, SC have zoning, and what does it mean for RVs, tiny homes and lot size?

Yes. The Town of Pageland applies its own zoning ordinance to all land and improvements inside town boundaries and to areas annexed to the town2. The Official Zoning Map, kept in the Office of the Town Clerk, is the final authority on how a parcel is zoned9.

Rules differ by district. In the R-8 Low Density Residential District, residential lots need at least 15,000 square feet10, with a 20-foot front setback, 10-foot side setback and 15-foot rear setback11 and a 35-foot height limit12. In the General Residential (GR) district, single-family lots need 4,000 square feet and duplex lots 7,000 square feet13, with a 15-foot front setback, 7.5-foot side setback and 15-foot rear setback14, and buildings can reach 60 feet15.

Manufactured homes are allowed only in the General Residential district, and a manufactured dwelling must be no more than 10 years old7. Accessory apartments are not permitted in R-8 and are conditional in R-6, GR, GRR and RC16. A temporary tent or structure needs a Zoning Administrator permit and cannot be used as living quarters, except for permitted fairs and carnivals6. We could not confirm a rule on living in an RV or tiny home on a lot in Pageland, so ask the town office before you buy.

Do you need a building permit in Pageland, SC, and who issues it?

Yes. Pageland's zoning ordinance requires a building permit for all proposed building and development activity inside town limits, unless the International Building Code expressly exempts the work1. South Carolina's statewide building codes are enforced by both counties and municipalities17.

The town handles these permits, so a Pageland address does not go to Chesterfield County Building Codes. For land outside town limits, see the Chesterfield County page. Call Town Hall at 843-672-729218. We could not find a published Pageland fee schedule or the building-code edition the town has adopted, so ask Town Hall for both.

Building inside the town may also need a driveway entrance permit: written permission from the town administrator or public works director is required before constructing an entrance into property from a paved street8.

How do septic permits work inside Pageland, SC?

Septic permits inside Pageland come from SCDES, not from the town. A home or manufactured home on property not served by public or community sewer needs SCDES approval and a permit to install a septic system before it is built319.

The SCDES application fee for a residential single-home builder is $150, and a Permit to Construct is good for five years4. The installer must call SCDES to schedule an inspection before the system is covered. If the inspector does not arrive within 30 minutes of the scheduled time, a licensed installer may self-inspect and submit the SCDES final inspection form20.

Wells follow the same split: before building an individual residential well or irrigation well, the owner, agent or driller submits a Notice of Intent to SCDES, with a $70 fee for a residential well and $50 for an irrigation well5. Check whether your lot can connect to town water or sewer first; we could not confirm whether the town requires a new home to connect.

Building a home in Pageland: the steps, in order

  1. Look up your parcel's zoning district on the Official Zoning Map at the Town Clerk's office, and confirm the lot size, setbacks and height limits for that district9.
  2. If the lot has no public or community sewer, get SCDES site approval and a septic permit first4.
  3. If you need a well, file the SCDES Notice of Intent before construction5.
  4. Apply to the town for a building permit1.
  5. Get written permission from the town before cutting a driveway entrance onto a paved street8.
  6. Schedule the SCDES septic inspection before the system is covered20.

If you plan to act as your own builder, South Carolina law allows owner-builders to build a one- or two-family home for their own or their family's occupancy, with conditions21. We could not confirm how Pageland applies that exemption, so ask Town Hall.

What stays with Chesterfield County, and what to check before you buy in Pageland

Inside Pageland, the town decides zoning and building permits21, while SCDES decides septic and well permits35. Chesterfield County's own building and zoning rules cover unincorporated land, so confirm the parcel is inside town limits before relying on either set of rules; see the Chesterfield County page.

Before you buy, ask the town about three things we could not confirm: a floodplain development standard, subdivision rules for splitting a lot, and any short-term rental rule. Also check that the land is annexed town territory, since the ordinance covers annexed areas2.

At the county level, Chesterfield County's effective property tax rate is 0.5%22.

Watch-outs

  • Pageland's zoning ordinance lets a temporary structure serve as living quarters only for permitted fairs and carnivals, so do not assume you can camp on a town lot while you build6.
  • Manufactured homes are allowed only in the General Residential district and only if no more than 10 years old, so check the district before buying a lot for one7.
  • South Carolina's 2024 building codes were adopted for local enforcement starting in January 2027, so the edition your permit is reviewed under may change23.
  • We could not confirm Pageland's permit fees, RV or tiny-home rules, or minimum home size; call Town Hall at 843-672-7292 before you commit to a lot18.
