The City of Isle of Palms, South Carolina runs its own zoning review and issues its own building permits, so Charleston County's permit counter is the wrong office for a lot inside city limits1. Septic permits come from the South Carolina Department of Environmental Services, not the city2. Plan on a city review of 4-6 weeks for a new house3.

Does Isle of Palms have zoning, and what does it mean for lot size and setbacks?
Yes. The City of Isle of Palms has its own zoning, and the city divides its land into 7 zoning districts8. Zoning review happens together with building-permit review, so a plan that breaks the district rules is caught at the permit counter1.
The single-family districts differ, so name the district before you compare lots:
- SR-1: lots of 17,500 square feet or more, with 30-foot front and rear setbacks and 10-foot side setbacks9. Smaller SR-1 lots get 24-foot front and rear setbacks10. Maximum height is 40 feet11.
- SR-2: lots of 8,000 square feet or more, with 25-foot front and rear setbacks and 10-foot side setbacks12. Smaller SR-2 lots get 20-foot front and rear setbacks13. Maximum height is 40 feet14.
- SR-3: 10,000 square feet of contiguous highland, with a 20-foot front setback, 10-foot side setbacks and a 30-foot rear setback15. Double frontage lots are prohibited, and maximum height is 40 feet16.
We could not confirm the city's rules on lot coverage, minimum dwelling size, accessory dwellings or tiny homes. Ask the Isle of Palms Building Department before you count on any of them6.
Do you need a building permit in Isle of Palms, and who issues it?
Yes. Inside Isle of Palms, the city's own building department handles building permits, plan review and inspections, and Charleston County's permit office does not1. The county's rules cover unincorporated Charleston County only, because its zoning ordinance applies only to unincorporated properties17.
The city's building permit fee is $60 plus $6 per $1,000 of construction value, and any project that needs plan review pays a plan submittal and review fee of one-half of the building permit fee on top4. Demolishing a structure needs a permit costing $50, and moving a structure needs a permit costing $10018.
The city has adopted the 2021 South Carolina building, residential, fire, plumbing, mechanical and fuel gas codes with state modifications19. South Carolina's Building Codes Council adopted newer 2024 editions that local jurisdictions begin enforcing on January 1, 202720.

How do septic permits work inside Isle of Palms?
Septic permits for a new house on a septic tank come from the South Carolina Department of Environmental Services (SCDES), not from the City of Isle of Palms2. The city says the septic permit may be submitted during its own review, which saves time21.
State law bars an onsite wastewater permit wherever public sewer is accessible, so confirm sewer availability for the lot before you plan a septic system22. Charleston County's septic soil rating is poor: only 1.9% of its soils are rated not limited for a conventional drain field, so expect a site evaluation and possibly an engineered system if sewer is not available23.
SCDES inspects the installation before the system is covered24. We could not confirm a city inspection rule for existing systems or the city's rules on wells, so ask SCDES25.
Can you live in an RV or tiny home in Isle of Palms?
We could not confirm a rule in the City of Isle of Palms on RV living, temporary camping or tiny homes. Call the Isle of Palms Building Department before you buy or park anything on a lot6.
Charleston County's RV rule does not apply here: the county bars living, sleeping or housekeeping in an RV on residential property, but that rule covers unincorporated Charleston County, not city limits26. South Carolina's 14-day campsite limit applies to state parks only and does not answer the question for private land27.
Renting a house is a separate matter. Every owner who rents a residential unit for any length of time needs an Isle of Palms short-term rental business license28.
Building a home in Isle of Palms: the steps, in order
- Confirm your zoning district and setbacks with the Isle of Palms Building Department, since the single-family districts differ1.
- Check flood zone standards. New construction in flood zones must meet the standards set by the city's flood insurance rate maps5. In Zone VE, new construction needs architect or engineer stamped drawings and V-Zone certification5.
- Get SCDES septic approval if the lot is not on sewer21.
- Submit the permit application. The city lists construction drawings stamped by an architect or engineer, a survey site plan and elevations, and review may take 4-6 weeks3.
- Request inspections at the right time. Required inspections depend on the project type, and the contractor or owner must request each one29.
If you plan to act as your own builder, South Carolina law has an owner-builder exemption with conditions including signing the permit application personally7. We could not confirm an Isle of Palms owner-builder rule, so ask the building department6.
What stays with Charleston County, and what to check before you buy?
Septic and wells run through the state, and the county's unincorporated rules do not apply inside city limits. For land outside the city, see the Charleston County page17.
Charleston County's effective property tax rate is 0.4%30. Typical home insurance in the county runs about $3,279 a year31. Both figures are county-level, not specific to Isle of Palms.
Before you buy, confirm the lot's zoning district and flood zone with the city, confirm sewer availability, and ask whether a homeowners association such as Wild Dunes adds its own review, since the city suggests submitting to the city and Wild Dunes at the same time3.
Watch-outs
- Searching for Charleston County's building or zoning counter will send you to the wrong office for a lot inside Isle of Palms; the city handles building permits and zoning review there1.
- South Carolina's newer 2024 building codes start applying to local jurisdictions on January 1, 2027, so check which code edition applies to your permit date20.
- We could not confirm Isle of Palms rules on RV living, tiny homes, accessory dwellings, lot coverage or minimum home size; ask the city building department at 843-886-99126.
- Septic permits come from SCDES, and a septic permit cannot be issued where public sewer is accessible22.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
