Zoning, building permits and septic rules in Coventry, Rhode Island

The Town of Coventry, Rhode Island, in Kent County, sets its own zoning through its Planning & Development department1. Building permits are filed online with the Town Building Official2. Does Coventry, RI have zoning, and what does it mean for RVs, tiny homes and lot size?

Yes. The Town of Coventry regulates land uses, development density, lot size and building height through its own zoning, administered by Planning & Development111. Kent County adds nothing on top, because Rhode Island has no county government and zoning is municipal4.

For RVs, the one Coventry rule we confirmed applies in flood zones A1-30, AH and AE: an RV there must be elevated and anchored, stay fewer than 180 consecutive days, or be fully licensed and highway ready7. We could not confirm a Coventry rule on living in an RV or tiny home on an ordinary lot; ask Planning & Development before you buy11. State law on RV parks and campgrounds does not answer that question12.

Manufactured homes: Rhode Island towns must allow a code-compliant manufactured home as a single-family home on any single-family lot, subject to that district's dimensional rules8. Coventry's Residential Mobile Home Districts add their own limits, including lot rentals of 30 days or more and a 20% cap on mobile-home lot coverage1314.

Do you need a building permit in Coventry, and who issues it?

Yes. Rhode Island law makes it unlawful to build, enlarge, alter or demolish a building without first filing a written application with the building official and obtaining the permit; ordinary repairs are exempt5. In Coventry, the Building Official's office takes those applications, and the Town no longer accepts paper permits: you apply through the online portal, with a kiosk in the building inspector's office for help215.

Rhode Island's State Building Code applies in Coventry, with the 2021 ICC editions in effect since December 202516. Kent County does not issue building permits; the town does.

We could not confirm Coventry's own fee schedule or any written trigger beyond the state rule, so call the Building Official before you start15.

How do septic permits work inside Coventry?

Septic permits for Coventry are issued by the state, not the town. The Rhode Island Department of Environmental Management's OWTS Program regulates the location, design, construction and maintenance of onsite wastewater systems, including those within Coventry317.

For a new home, a Licensed Designer prepares the plans, and DEM must first accept the soil evaluation18. The town may not issue a building permit until the required written DEM approvals have been presented and remain valid, so septic comes before your building permit19. DEM staff inspect during siting and installation20.

Kent County's soils rate poorly for conventional drain fields: 0% of the soil is rated not limited, so expect a site evaluation and possibly an engineered system21. If a public sewer is reasonably accessible, DEM will not approve a septic system22. We could not confirm Coventry's sewer-availability rules; ask the town.

Building a home in Coventry: the steps, in order

  1. Confirm the lot's zoning district and any flood zone with Planning & Development1123.
  2. Hire a Licensed Designer and get DEM to accept a soil evaluation, then apply to DEM for the septic permit1817.
  3. If the project subdivides land, expect planning review of the plat before recording24.
  4. File the building permit application through the online portal with the Building Official215.
  5. Schedule inspections as work proceeds; Rhode Island requires a final inspection before a certificate of use and occupancy is issued25.
  6. Do not occupy a new building until the building official issues its certificate of use and occupancy26.

What stays with the state, and what to check before you buy in Coventry

Owner-builders in Rhode Island are exempt from contractor registration for work on their own single-family home, but still must obtain a permit and pass inspection9. A driveway onto a state highway needs a Physical Alteration Permit from the state transportation department27.

In the town's special flood hazard areas, all development, whether by right or by special permit, must comply with the floodplain overlay district23. Check the flood zone before you buy.

For land outside Coventry, see the Kent County page. Kent County's effective property tax rate is about 1.5%10, and the nearest city of 100,000 or more is about 13 miles away28.

Watch-outs

  • We could not confirm Coventry's minimum lot sizes, dwelling-size rules or tiny-home rules; ask Planning & Development for the zoning district's dimensional schedule before you buy11.
  • We could not confirm Coventry's rules on private wells or on a certificate of occupancy beyond the state rule; a new building served by a private well must submit drinking-water test documentation to the building official26.

Unanswered questions are usually a sign that Town of Coventry publishes no rule on the point, not that none exists. Kent County’s page lists the county offices to call.
