Does Metolius have zoning, and what does it mean for lot size and setbacks?

Yes. Metolius has its own zoning code, Chapter 152, which covers districts, uses, site plans, variances and conditional uses inside city limits1. The code establishes residential zones R-1, R-2 and R-3, plus Commercial C-1, Industrial M-1 and Open Space/Public Facilities O/S zones8.

In the residential zones, detached single-family homes, manufactured homes on lots, barndominiums and cargo containers need at least 7,500 sq ft of lot area and 75 ft of width at the front property line4. Residential setbacks are 20 ft in front, 10 ft on the sides (20 ft on the street side of a corner lot), and 5 ft in the rear with alley access or 10 ft without5. Changing a setback takes an exception or variance under the code5.

We could not confirm Metolius's rules on RVs, tiny homes, accessory dwellings, building height or minimum home size; ask City Hall before you buy.

Do you need a building permit in Metolius, and who issues it?

Yes, where the state building code requires one. A building permit is required before construction, alteration or change of use, and Jefferson County Community Development issues it, not the city2.

The city adds a step first: the owner submits a notice of intent to construct with a plot plan for any building, shed, fence, deck or other structure, and the city may also require site-plan approval9. Only after the city approves and seals the notice can you take it to the county9. The city's code adopts state building codes by reference10.

Before anyone occupies a human-use building, an occupancy permit from an authorized building inspector must be given to the City Recorder11. The county says no construction is allowed without a permit12. We could not confirm Metolius's permit fees; ask Jefferson County Community Development12.

How do septic permits work inside Metolius?

Inside Metolius, the usual answer is sewer, not septic. City code requires a dwelling to connect to the established domestic water supply and city sanitary sewer before it is occupied13. Stormwater must also meet the city's Chapter 151 standards13.

We could not confirm any rule that lets a city parcel use a septic system or who would permit one. Ask City Hall first. State rules also require a written statement from the sewer authority with a septic permit application for property inside a city limit14.

Septic permitting for land outside sewer service in Jefferson County runs through the county's On-Site Septic Program, which works under authority granted by Oregon DEQ15. A site evaluation comes first15.

Building a home in Metolius: the steps, in order

  1. Confirm the lot's zone with City Hall, and check lot size and setbacks8.
  2. Submit a notice of intent to construct with a plot plan to the city, and a site plan if the city asks for one9.
  3. Once the city approves and seals the notice, apply to Jefferson County Community Development for the building permit2.
  4. Build, with county inspections through final inspection12.
  5. Connect to city water and sewer, meet the stormwater standards, and get the occupancy permit to the City Recorder11.

What stays with Jefferson County, and what should you check before you buy?

Building permits and inspections run through the county, as above12. A landowner who drills their own water-supply well needs an Oregon Water Resources permit, a permit fee and a bond or letter of credit7. State owner-builder rules exempt owner-built homes only from structural-code requirements for ceiling heights, room sizes and temperature levels, and a permit is still issued6.

For land outside city limits, see the Jefferson County page; county zoning applies only to unincorporated land16. Property tax figures are county-level: Jefferson County's effective rate is 0.7%17.

Watch-outs

  • Metolius's building code references state codes as they stood on June 30, 1998, so ask the county which edition applies to your permit10.
  • We could not confirm Metolius's rules on RVs, tiny homes, driveways, floodplain or short-term rentals; call City Hall before you buy18.
