Inside Drumright, Oklahoma, building a wall, fence, sign or building generally requires a written permit from the city building official1. The city also applies its own zoning to every lot within city limits2. Septic permits come from the state Department of Environmental Quality, not the city or Creek County3. Does Drumright, Oklahoma have zoning?
Yes. Drumright's zoning title applies to all lands within the incorporated limits of the city2. The residential districts are RE, RS-1, RS-2, RS-3, RD, RM-T, RM-1 and RM-29. Land annexed into the city is treated as AG agriculture district until it is rezoned9.
Lot size depends on the district. The minimum one-family lot is 24,000 square feet in RE, 13,500 in RS-1, 9,000 in RS-2, 6,000 in RS-3 and 5,500 in each of RD, RM-T, RM-1 and RM-210. Structures in those residential districts are limited to 26 feet in height11. Mobile homes must carry a national construction-standards certification and be no more than 15 model years old when placed7.
We could not confirm city rules for RVs, tiny homes, accessory dwellings or a minimum house size. Ask the City of Drumright before you buy.
Do you need a building permit in Drumright, and who issues it?
Yes. Inside Drumright, nobody may build, alter, repair or remove a wall, fence, sign, building or structure, or clear or excavate its site, without first obtaining a written permit from the city's building official112. Ordinary maintenance repairs to an owner-occupied personal residence are excepted1. We did not find an owner-builder exemption for new construction inside the city.
The city has adopted the BOCA national and international building code5. The application is written, on city forms, with the fee and complete plans13. The building official must issue or refuse the permit within 10 days after complete plans are filed13. A permit lapses if work does not start within 6 months or finish within 2 years13. Fees are set by resolution of the Board of Commissioners14.
How do septic permits work inside Drumright?
Oklahoma DEQ administers the on-site sewage treatment program statewide3. Before installing or modifying a septic system, an Authorization to Construct must be purchased and issued by DEQ15. Contact the DEQ on-site sewage office for the process16.
City sewer comes first where it is available. An occupied residence must connect to the city's water, sewer and gas systems once service is constructed and brought within 200 feet of the property line, and the 60-day connection clock starts only then6. We could not confirm whether the city adds its own rules for septic systems inside city limits, so ask the city before planning a septic system on a town lot.
Building a home in Drumright: the steps, in order
- Ask the City of Drumright which zoning district the lot is in, then check the lot size and height limits for that district1011.
- Ask whether city water, sewer and gas reach within 200 feet of the lot line6.
- If city sewer does not reach, apply to DEQ for an Authorization to Construct15.
- Apply in writing to the city building official with fee and complete plans13.
- Start work within 6 months of issuance13.
What stays with Creek County, and what to check before you buy
Creek County's own answers apply only outside city limits: the county is not issuing building permits or doing inspections in unincorporated areas4, and it regulates land use there through its own zoning regulations17. Those rules do not apply to a lot inside Drumright. See the Creek County page if the land is outside city limits.
Wells are the other question. Oklahoma does not require a water permit for domestic groundwater use8, but we could not confirm a city rule for private wells inside Drumright. Creek County's effective property tax rate is 0.7%18.
Watch-outs
- Confirm with the City of Drumright whether a lot is inside city limits before relying on Creek County's no-building-permit answer, which covers only unincorporated land4.
- Inside Drumright, the county's tiny-home allowance in its LR and RMH districts does not apply; we could not confirm a city rule for RVs or tiny homes, so ask the city before you buy2.
- A mobile home must be no more than 15 model years old at placement inside Drumright7.
