Does Ontario, Ohio have zoning, and what does it mean for RVs, tiny homes and lot size?

Yes. The City of Ontario's planning and zoning code states that all land in the city is zoned1. The code publishes residential, office-service, business, industrial and planned-unit-development districts9.

In the R-1 Low Density district, the minimum lot area is 14,450 sq ft with a minimum width of 85 ft10. Where centralized sewer and water are not provided, R-1 lots need one acre and 150 ft of width10. Buildings in R-1 are limited to 35 ft and 2 stories, and may cover at most 25% of the lot1112. Setbacks in R-1 are 35 ft in front, 8.5 ft on each side and 40 ft in the rear8.

We could not confirm Ontario's rules on living in an RV, camping, tiny homes or accessory dwellings. Ask the city zoning inspector before you buy2. Ohio's campground rules cover licensed campgrounds, not a private lot13.

Do you need a building permit in Ontario, and who issues it?

Ohio requires plan approval from the building department with jurisdiction before an owner starts construction14. For Ontario, the Richland County Building Department states that it serves all of Richland County residentially except the City of Mansfield and the Village of Bellville, so residential work in Ontario appears to fall under the county department315.

The department says most building, electrical and mechanical work requires permits, and an application needs a site plan3. Plan review for residential approvals takes approximately 7-10 business days16. Fees are published on the department's Forms and Documents page17.

The Ontario code pages we could open did not show a city building-permit or inspection provision, so confirm with the city zoning inspector that the county is the right office for your address2. Ohio does not offer a general owner-builder exemption from plan approval where a certified building department has jurisdiction18.

How do septic permits work inside Ontario?

Richland Public Health regulates private sewage systems in Richland County, and its Environmental Division issues permits for new, replacement or altered systems4. A site review comes first, and an Environmental Health Specialist makes a final compliance inspection19.

Inside a city, sewer often matters more than septic. Ohio rules require connection to an existing public sewer when one is accessible and available, with a 300 ft distance threshold for an existing structure5. Ontario's code adds that a zoning certificate is not a guarantee of municipal sewer or water service, and connections follow city ordinances and the Service-Safety Director's rules20.

We could not confirm which agency handles septic or well permits for a particular address inside Ontario. Call Richland Public Health and the city zoning inspector before you rely on a septic system212.

Can you live in an RV or manufactured home in Ontario?

Manufactured homes are permitted in all Ontario residential districts if they meet the city's conditions6. The home must sit on a permanent foundation, connect to public water, sanitary and storm-water systems, and measure at least 22 ft in both length and width, excluding additions6. Minimum floor area is 1,200 sq ft in R-1 and R-2 for one-family units6.

Ohio also bars occupying a manufactured home until the inspector issues the inspection seal, with a possible temporary occupancy permit22.

We could not confirm whether Ontario allows RV occupancy or temporary camping on a private lot, or how it treats tiny homes. Ask the zoning inspector in writing before you buy2.

Building a home in Ontario: the steps, in order

  1. Call the City of Ontario Zoning Inspector to confirm your district, setbacks and sewer or water availability220.
  2. Check whether the lot can be divided or combined as you plan, since the city code has subdivision procedures23.
  3. Apply to the Richland County Building Department with a site plan, and allow time for plan review316.
  4. For a new driveway opening, file with the City Zoning Inspector; the Service-Safety Director issues the permit24.
  5. If you will not connect to public sewer, start a septic site review with Richland Public Health4.
  6. Request inspections with 24 hours' notice, starting with the footing inspection before concrete25.
  7. Receive a Certificate of Occupancy after final building, electrical and plumbing inspections before moving in26.

What stays with Richland County, and what to check before you buy in Ontario?

The city's zoning rules apply inside Ontario only. For land outside city limits, use the Richland County page, because county and township rules differ from the city's.

Septic permits are a county health matter in Richland County, and public sewer systems are regulated by Ohio EPA2728. Ohio requires a board of health permit before anyone builds, alters or seals a private water system or well29.

On taxes, Richland County's effective property tax rate is 1.3%30. The median property tax bill is about $1,984 a year31. Conventional septic soils rate poorly countywide: USDA rates almost no soils as unlimited for a conventional drain field, so expect a site evaluation or an engineered system if sewer is not available32.

Watch-outs

  • We could not confirm whether Ontario issues its own building permits or inspections; confirm with the city zoning inspector and the Richland County Building Department before you start work32.
  • Ontario's driveway code requires a permit for a new opening onto a public street, applied for through the City Zoning Inspector; we could not find the fee amount24.
  • We could not confirm Ontario's rules on floodplain development; ask the city zoning inspector whether your lot lies in a flood-hazard area2.
