Do you need a building permit in Mentor, Ohio?

Yes. The City of Mentor states that a building permit application is required for all construction, including decks, pools, siding, sheds, porches and enclosures2. Mentor has adopted the Residential Code of Ohio for detached one-, two- and three-family dwellings and accessory structures, along with later editions published by the Ohio Board of Building Standards3.

We could not confirm Mentor's residential permit fees, its certificate-of-occupancy rules or any owner-builder exemption for work inside city limits. Ask Engineering & Building before you budget. The Lake County Building Department's permit rules apply to the townships it serves, not to land inside Mentor.

Who issues building permits in Mentor, and how do you reach them?

The City of Mentor Engineering & Building department reviews plans and performs on-site inspections for residential and commercial construction inside the city2. Contractors who work for the public in Mentor must also register with the city before starting work2.

Zoning questions go to the Mentor Planning Department11. For land outside Mentor, use the Lake County page, because the county's rules cover unincorporated land and the townships it serves.

Does Mentor have zoning, and what does it mean for lot size, setbacks and home size?

Yes. Mentor has its own zoning code with a Schedule of District Regulations, supplemented by Chapter 1165 and following1. The rules differ by district, so check your parcel's district first.

In the R-1 single-family district, lots need at least 12,000 sq ft and 75 ft of width6. Setbacks are 50 ft front, 10 ft on each side and 50 ft rear12, and a home needs at least 1,100 sq ft of floor area7. In the R-5 district, lots need one acre8, with 75 ft front, 30 ft side and 75 ft rear setbacks13. R-5 homes need 2,000 sq ft on one story or 2,750 sq ft on two9.

In R-1 through R-5, structures including accessories may cover no more than 30 percent of the lot14. In the R-1 and R-5 districts, main buildings top out at 35 ft and accessory buildings at 15 ft1516.

Can you build a second dwelling or guest house in Mentor?

Only in limited form. In the C-1, R-1, R-2, R-3, R-4, R-5 and RVG zones, attached living quarters are allowed for servants or family members when no consideration is charged17. Detached living quarters require a lot over one acre and may be occupied only by temporary guests without consideration, or by servants employed solely on the premises17.

That wording rules out a rented backyard cottage in most cases. Confirm your exact district with the Planning Department before you plan one11.

How do septic permits work in Mentor, Ohio?

We could not confirm whether septic systems are permitted inside Mentor city limits, or who handles them there. Ohio requires an installation permit from the board of health for any new or replacement sewage treatment system18. In Lake County, the Lake County General Health District administers that program410.

Ohio law also requires connection to an existing public sanitary sewer when one is accessible and available19. Because Mentor is a developed city, ask the Health District and Engineering & Building whether sewer service reaches your lot before you plan a septic system20.

Can you live in an RV or tiny home in Mentor?

We could not confirm a rule for long-term RV living or tiny-home occupancy on private land inside Mentor. Ohio's statewide RV rules cover licensed campgrounds, not a private lot21. Call the Mentor Planning Department for a direct answer before you buy a lot with an RV or tiny home in mind11.

What are the steps to build a home in Mentor, in order?

  1. Confirm your parcel's zoning district and its lot, setback and home-size rules with the Planning Department11.
  2. Ask the Lake County General Health District and Engineering & Building whether sewer or septic serves the lot20.
  3. Apply for a building permit with Engineering & Building2.
  4. Schedule inspections as work proceeds, and register any contractor with the city2.
  5. If the lot lies in the Flood Hazard district, expect structures to be located, elevated and built to minimize flood damage22.

What stays with Lake County, and what should you check before you buy in Mentor?

Septic and well questions run through the Lake County General Health District, whose program covers the county4. Driveway work in a county right-of-way needs a Right-of-Way Usage permit from the county engineer where the county issues the driveway permit23. Land outside Mentor follows the Lake County rules.

Lake County's effective property tax rate is about 1.7 percent24, and its median property tax bill is about $3,405 a year25.

Watch-outs

  • We could not confirm Mentor's residential permit fees, inspection steps or certificate-of-occupancy rules; call Engineering & Building before you budget2.
  • Mentor's city limits are subdivided into zoning districts with different minimums, so a lot-size or home-size rule for one district does not carry over to another5.
  • We could not confirm who handles septic or well permits inside Mentor city limits; ask the Lake County General Health District20.
