Does Wellsville, Ohio have zoning, and what does it mean for RVs, tiny homes, lot size and setbacks?
Yes. The Village of Wellsville divides its land into rural, residential, business and industrial districts under its own code2. The published districts are RU, RA, RS-1, RS-2, RS-3, RD, C-1, C-2, I-1 and I-24.
Rules depend on the district. A single-family lot in RU needs at least 43,560 square feet, while an RS-3 lot needs at least 3,200 square feet9. Required yards in feet (front, side, rear) are 50, 20 and 50 in RU, and 30, 10 and 30 in RS10. Buildings top out at 35 feet in RU, RS and RD, and 45 feet in RA, C-1, C-2 and I-17.
Inhabited RVs must be in a mobile home park or travel trailer court5. We could not confirm any village rule that specifically addresses tiny homes, so ask the Zoning Administrator before buying with one in mind.
Do you need a building permit in Wellsville, and who issues it?
Yes. Nobody may alter, repair, remove or demolish a building, or begin construction, inside Wellsville without filing a written application with the Zoning Administrator and obtaining a formal permit1.
The application can come from the owner, lessee, authorized agent, architect, engineer or building contractor; a non-owner applicant must supply a verified affidavit. Plans, a plot diagram, fees and at least 12 hours' notice before starting work may be required, and a permit expires if no work starts within 1 year1. The Building Administrator examines the application, issues the permit if it complies, and otherwise rejects it with a written report11.
Fees are whatever Village Council sets from time to time; we could not confirm a dollar schedule8. Ohio also requires plan approval for buildings covered by state building law, submitted to the municipal, township or county building department with jurisdiction12. We could not confirm which department does that for Wellsville.
How do septic permits work inside Wellsville?
Septic permits are separate from the village's zoning permit. In Columbiana County, a permit is required before a sewage treatment system is installed13, and the Columbiana County General Health District assists with new home site calculations and new installations where no municipal sanitary sewer is available14.
We could not confirm whether a given lot inside Wellsville is on village sewer or needs its own system, or whether the village or the health district handles septic review inside village limits. Call the Columbiana County General Health District14 and the village office before you close on a lot.
The county also requires septic and well inspections before a property transfers15. Ohio requires a permit for private wells16; we could not confirm the village-limits rule.
Can you live in an RV or mobile home in Wellsville?
Only in a park. Wellsville's code says all inhabited mobile homes and travel trailers must be located in a mobile home park or travel trailer court, and the park needs a conditional-use permit5. A travel trailer outside an approved park or court may not be connected to utilities, except one offered for sale and not inhabited5.
Mobile homes follow the same pattern: a park with a conditional-use permit, with lots of at least 5,000 square feet and a park density of no more than 6 lots per acre6. Replacement of existing mobile homes outside a park is allowed under the code's stated exception6.
Living in an RV on a vacant residential lot while you build is therefore not something the code supports. We could not confirm a temporary-camping exception.
Building a home in Wellsville: the steps, in order
- Confirm the lot's zoning district with the village Zoning Administrator, then check lot area, yards and height for that district9.
- Ask the Columbiana County General Health District whether the lot needs a septic system or can connect to sewer14.
- File the written application, plans, plot diagram and fees with the Zoning Administrator11.
- Ask the village which building department reviews plans under Ohio's building code; we could not confirm it12.
- Give at least 12 hours' notice before starting work, and start within 1 year of issuance so the permit does not lapse1.
What stays with Columbiana County, and what to check before you buy in Wellsville
Septic permits, plumbing permits and sewage inspections run through the Columbiana County General Health District3. Septic site review fees are published on the district's application17. The county page covers land outside the village: Columbiana County.
For flood-hazard areas, Ohio criteria require permits for new construction and other development18. Columbiana County's effective property tax rate is 1.1%19, and farmland averages 7,379 dollars per acre20. Only 0.4% of county soils rate as not limited for a conventional septic drain field, so expect a site evaluation or an engineered system where sewer is unavailable21.
Watch-outs
- Wellsville's code lists a certificate of occupancy section, but we could not confirm its operative rules; ask the Zoning Administrator whether one is required before you move in1.
- We could not confirm village rules on owner-builder exemptions, accessory dwellings, minimum dwelling size, driveways or short-term rentals; ask the village office before relying on any of them2.
- County septic rules apply where no municipal sewer is available3; confirm sewer availability for your lot with the village and the health district.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
