Do you need a building permit in Woodstock, New York?

Yes. The Town of Woodstock requires a separate building permit before anyone erects, constructs, enlarges, alters, removes, demolishes or converts a building or structure, or changes its occupancy1. Ordinary repairs that are not structural do not need one1.

New York's Uniform Code applies in every town outside New York City, and a town cannot exclude itself from it8. Permit applications filed since December 31, 2025 must meet the 2025 Uniform Code9.

After the work, a certificate of occupancy is required, and a newly altered building may not be used more than 30 days after completion without one5. Fees are set by the Town Board and are due when you file6. We could not confirm an owner-builder exemption in the town code, so ask the Building Department before planning to do the work yourself.

Who issues building permits in Woodstock, and how do you reach them?

The Woodstock Building Department at 45 Comeau Drive handles building permits, code enforcement, zoning enforcement, wetlands and watercourse enforcement and fire inspection2. Call (845) 679-2113 or email [email protected]2.

An application goes to the Building Inspector on the forms the Inspector provides, with land description, use, valuation, owner details, a work description and plans10. An owner, a tenant, their agent or the architect, engineer or builder may apply10.

Ulster County's building-permit office handles only towns that have formally opted out of running their own code program11. Woodstock issues its own permits, so the county planning counter is not the place to start.

Does Woodstock have zoning, and what does it mean for lot size and setbacks?

Yes. Woodstock's zoning chapter divides the town into districts3. The base districts are R8, R5, R3, R1.5, HR, HC, NC1, NC2, LI, SLI, FW and PRD, with additional overlay districts12.

Rules differ by district, so look up your parcel's district first. In the R8 residential district, the town's bulk schedule lists an 8-acre lot size and a maximum structure coverage of 10 percent13.

We could not confirm the town's rules on RV occupancy, tiny homes, accessory apartments, mobile homes or minimum dwelling size. Ask the Building Department, which also acts as zoning enforcement officer2. New York's state tiny-house provision only removes certain occupancy-area rules and leaves zoning in force14.

How do septic permits work in Woodstock?

The Ulster County Department of Health reviews and approves residential onsite wastewater system designs in Ulster County4. A permit is issued only after approved drawings, and plans must be prepared by a New York-licensed professional engineer or registered architect15.

Most townships in the county require approved septic plans before they issue a building permit, so plan on the health department review coming first16. The county page warns that the process can take up to 6 months on smaller residential properties16.

Ulster County's published soil data suggests conventional drain fields rate poorly here: 0% of soils are rated not limited for them, so expect a site evaluation and possibly an engineered system17. The town's own code does not state a septic rule we could confirm, so ask the Building Department how it coordinates with the county.

Building a home in Woodstock: the steps, in order

  1. Find your parcel's zoning district and its lot-size and coverage limits in the town code12.
  2. Contact Ulster County Environmental Health about a site visit and septic design16.
  3. Have a licensed engineer or architect prepare the septic plans, and submit at least two copies to the county15.
  4. Apply to the Building Department for a building permit and pay the fee set by the Town Board106.
  5. Keep work accessible for inspections18.
  6. Obtain the certificate of occupancy before using the building5.

If you divide land, the town's subdivision chapter sets an approval procedure7, and the county separately requires subdivision maps to be filed within 61 days after local planning-board approval19.

What stays with Ulster County, and what should you check before you buy?

Septic review stays with the Ulster County Department of Health4. For land outside Woodstock, see the Ulster County page. New York has no county zoning power, so zoning always comes from the town, village or city20.

If the parcel fronts a state highway, a driveway needs a permit from the New York State Department of Transportation21. The town's driveway standards are in its zoning code, and we could not confirm their details.

We could not confirm Woodstock's flood-hazard permit steps, private well rules or short-term rental limits, so ask the Building Department. Ulster County's effective property tax rate is 1.9%22.

Watch-outs

  • Do not assume a camper or tiny home can be lived in on a Woodstock lot: we could not confirm the town's RV, tiny-home or accessory-apartment rules, so ask the Building Department at (845) 679-2113 before buying2.
  • Septic design can take up to 6 months on smaller residential properties, and most towns want approved plans before a building permit16.
  • A new or altered building should not be occupied more than 30 days after completion without a certificate of occupancy5.

A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
