Do you need a building permit in the Village of Patchogue?

Yes. The Village of Patchogue requires a building permit for the construction, alteration, movement, enlargement, modification, replacement, structural repair, removal or demolition of every building or structure, and a separate plumbing permit for plumbing or piping work112. Work cannot begin until the permit is issued1.

Patchogue applies the New York State Uniform Fire Prevention and Building Code, and no permit issues until compliance with that code is certified6. Applications must show the survey, setbacks, driveway, wastewater disposal, parking, elevation and site plan information13. A certificate of occupancy is required before a new or altered building is used7.

Who issues building permits in Patchogue, and what do they cost?

The Village of Patchogue Building Inspector issues building permits inside the Village, not Suffolk County114. The Village Board of Trustees can change permit fees by resolution, and the current fee schedule is on file with the Village Clerk1512. We could not confirm a direct phone line or online portal, so call Village Hall and ask for the Building Department before you apply.

For land outside the Village, see the Suffolk County page; the Village's rules do not follow you past its limits.

Does Patchogue have zoning, and what does it mean for RVs, tiny homes and setbacks?

Yes. The Village of Patchogue adopts and enforces its own zoning in Chapter 435, and district regulations control what may be built and used on each lot2. Suffolk County has no zoning power over village land316. The published districts include A, B, C, RH and RPO residence districts plus business, industrial, waterfront and downtown districts17.

In the A Residence District, total building area is limited to 25 percent of the lot10, and buildings are limited to 35 feet or 3 stories11. Check your parcel's district first, since the numbers differ by district.

We could not confirm Village rules on RV occupancy, tiny homes, accessory dwelling units or minimum dwelling size. Ask the Village Building Department before you buy.

How do septic permits work inside Patchogue?

Septic work inside the Village of Patchogue follows Suffolk County Department of Health Services standards4. For a new home, the county Office of Wastewater Management issues the wastewater permit1819.

The Village discourages private sanitary systems and prohibits them in most instances5. Where a building cannot reach public sewer, the owner first applies in writing to the Village Department of Public Works, obtains the county health permits, then applies for a Village permit with those permits attached8. Where a Village sewer main lies within 100 feet of the property line, connection is required within 90 days after official notice, at the owner's cost9.

Suffolk County soils are a poor match for conventional drain fields: only 1.2% of the county's soils rate as not limited20.

Building a home in Patchogue: the steps, in order

  1. Confirm your parcel's zoning district under Chapter 435217.
  2. If you are splitting a lot, get Village Planning Board approval first; a subdivision must be approved before a building permit issues for a resulting lot21.
  3. Ask whether public sewer reaches the property, since Village code requires connection where it is available9.
  4. Apply to the Village Building Inspector with the survey, setbacks, driveway, wastewater and site plan information13.
  5. Build to the New York State Uniform Code, with Village permits in hand before work starts6.
  6. Obtain a certificate of occupancy before moving in7.

What stays with Suffolk County, and what to check before you buy in Patchogue

Suffolk County keeps wastewater approvals for the whole county, village addresses included22. The Village does the zoning and building permits21.

Before you buy, check three things. First, confirm the zoning district and what it allows. Second, ask the Village about sewer availability. Third, ask about flood-zone rules: we could not confirm the Village's floodplain permit requirements, so ask the Village Building Department.

Taxes are set at the county level for our comparison: Suffolk County's effective property tax rate is 1.9%23 and the median annual bill is $10,00124. A typical Suffolk County home is valued at $726,69225.

Watch-outs

  • The Village sets its own zoning, and we could not confirm whether it allows RV living, tiny homes or accessory dwelling units; ask the Village Building Department before you buy2.
  • New York requires local floodplain development permits in FEMA-mapped flood hazard areas, and we could not confirm the Village of Patchogue's own floodplain rules, so ask the Village Building Department26.
  • Plumbing work needs its own Village permit in addition to the building permit1.
  • Building without the required Village permit exposes the owner to civil penalties and stop-work orders; confirm the permit before work starts1.
