The Village of Florida, in Orange County, New York, has its own zoning chapter and its own Building and Planning Department, and any accessory structure there needs a permit12. Building permits and zoning are decided by the village, not Orange County3. Septic permits are not confirmed in village records, so ask the Orange County Department of Health4.

Does the Village of Florida have zoning, and what does it mean for RVs and tiny homes?
Yes. The Village of Florida's code includes Chapter 119, Zoning, which sets districts and use and bulk rules for land inside the village1. Orange County does not zone: each of its 44 municipalities has its own zoning code and map7. To learn which zone a lot is in, call the village Building and Planning Department with the parcel's section-block-lot number8.
We did not confirm what the zoning chapter says about RV occupancy, temporary camping or tiny homes, so do not assume any of them are allowed on a village lot. Ask the Building and Planning Department before buying8. The county's own no-zoning answer covers only unincorporated land and does not apply inside the village9.
Do you need a building permit in the Village of Florida, and who issues it?
Yes, at least for accessory structures: the village's Building and Planning Department states that a shed, fence, deck, pool, new roof or new windows needs a permit2. New York's Uniform Code requires building permits for work that must conform to it, with certain exceptions, and local authorities administer it10. The village is that authority inside its limits8.
Applications are accepted in person or by mail, not by email, and the homeowner is ultimately responsible for obtaining permits112. Payment is by cash, check or money order11. The village publishes a fee schedule; we did not read the amounts, so confirm them with the office12. A certificate of occupancy is required under state rules for work that needed a permit13.
What are the setbacks and inspection rules in the Village of Florida?
For accessory structures, the village's Building and Planning Department lists a setback of 5 feet from the lot line and 10 feet from the dwelling6. Setbacks for a principal building depend on the zoning district, and we did not confirm them; ask the office for your zone.
Permitted work is inspected. The homeowner and contractor must confirm that all proper inspections are completed by the building department, and inspections are scheduled by calling at least 24 hours ahead58. Subdividing a lot is separately regulated under the village's subdivision chapter14.
How do septic permits work inside the Village of Florida?
We could not confirm who issues septic permits for lots inside the village, or whether a lot has public sewer. The village code lists a sewers chapter and a water chapter, but we did not read their connection rules1. Septic review in Orange County runs through the county Department of Health, Sanitary Engineering154.
For a lot without public sewer, the county's published standard requires individual residential systems to follow New York's Appendix 75-A and Design Handbook16. The village states that lot buildability is decided by soils tests completed by an engineer and approved by the village engineer8. Across Orange County only a small share of soils rate as not limited for a conventional drain field, so expect a site evaluation or an engineered system17.

- Ask the Orange County Department of Health what review a septic system needs, unless public sewer is available4.
- Submit a building permit application in person or by mail at the village office11.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
