The Town of Secaucus, New Jersey requires a construction permit for building work, issued by its own construction code enforcing agency under the state Uniform Construction Code1. The town also adopts its own zoning, outside the Hackensack Meadowlands District map area2. We could not confirm who issues septic permits inside town limits; ask the Secaucus construction official.

Does Secaucus have zoning, and what does it mean for lots, setbacks and RVs?
Secaucus, in Hudson County, New Jersey, has its own zoning chapter. It covers the town except the area on the official zoning map of the Hackensack Meadowlands District, which is zoned under a separate regional framework2. The residential districts are A Residential, B Residential and Low-Density Residential, plus commercial and industrial zones4.
In the A Residential zone, no lot under 5,000 square feet may be built on, with at least 50 feet of width5. Principal buildings there need a 20-foot front yard and two side yards of at least 5 feet each9. Outside a designated flood zone, a principal building may not exceed 30 feet or two stories, and basements are allowed10. In the B Residential zone, each dwelling needs at least 800 square feet of living space and building coverage is capped at 40 percent1112.
Recreational vehicles, boats and trailers must be parked on a paved surface or in a garage behind the building line7. That is a parking rule; we did not find a Secaucus rule on living in an RV, and we found no tiny-home rule. Ask the Zoning Officer before planning either.
Do you need a building permit in Secaucus, and who issues it?
Yes. Secaucus operates its own state Uniform Construction Code enforcing agency, so building permits for construction inside town limits come from the Secaucus construction official, not from Hudson County113. New Jersey law makes it unlawful to build, enlarge, alter or change the use of a structure without first filing an application and obtaining the permit3.
Ordinary maintenance needs no permit, and minor work uses a lighter "permit lite" process14. Fees are the sum of building, plumbing, electrical and fire subcode fees; new construction carries a building subcode fee of $0.034 per cubic foot, with a $58 minimum15. A recent ordinance amending the town's construction chapter may change these fees, so confirm the current schedule with the construction office.
Zoning approval comes first for an owner-occupied one- or two-family addition or alteration, and no permit issues until all required state, county and local approvals are in place16.
How do septic permits and wells work inside Secaucus?
We could not confirm a Secaucus septic or private well rule; the town's water supply and sewer chapters were not reviewable. Under state law, a building permit for a realty improvement cannot issue until the board of health having jurisdiction certifies the water supply and sewerage facilities6. A septic system may not be covered until a board of health representative inspects it17.
New Jersey wells need a state DEP drilling permit, and municipal or county health officials issue the well construction permit18. Where a public sewer is available, state rules can require connection when an existing septic system is no longer suitable19. Ask the Secaucus construction official or town health officer whether a lot is sewered before assuming septic is an option.
Building a home in Secaucus: the steps, in order
- Confirm the lot's district with the Zoning Officer, including whether it falls inside the Hackensack Meadowlands District map area, which the town's zoning does not cover2.
- Check lot size, yards, height and coverage for that district4.
- Confirm water and sewer service, and get any required health-board certification6.
- File the construction permit application with the Secaucus construction office; the state form uses one original and three copies of each applicable form20.
- Pass the required inspections: footing trenches, rough plumbing and electrical, and framing21.
- Obtain a certificate of occupancy before using the building22.
An owner building a home for their own use may sign the owner section of the application, but the permit and inspections still apply8.
What stays with Hudson County, and what to check before you buy in Secaucus?
Hudson County does not zone; New Jersey's zoning power belongs to municipalities, so Secaucus sets zoning inside its limits23. For land beyond Secaucus, see the Hudson County page.
Selling or renting a dwelling in Secaucus triggers a sale/rental certification inspection; the fee is $100 for a one-family unit, and violations carry fines up to $50024. Driveways onto a state highway need a NJDOT access permit25.
Hudson County's effective property tax rate is about 1.9 percent26, and its median tax bill is $9413 a year27. These are county-level figures, not Secaucus-only.
Watch-outs
- The Hackensack Meadowlands District map area is excluded from Secaucus's zoning chapter, so a parcel there answers to a different regional framework2.
- An ordinance amending Secaucus's construction chapter was listed in October 2026 and may change permit fees15.
- We could not confirm Secaucus's septic, well, tiny-home, accessory-dwelling or RV-living rules; ask the construction official and Zoning Officer at Town Hall7.
