Do you need a building permit in Wenonah, NJ?

Yes. New Jersey's Uniform Construction Code requires a permit before construction, enlargement, repair, renovation, alteration or a change of use, and only ordinary maintenance is exempt9. Wenonah is no exception: the borough has its own construction code enforcing agency under Chapter 18A10.

Wenonah publishes a plan review fee of 20% of the construction permit amount, paid before plans are reviewed and credited toward the permit fee10. A new certificate of occupancy costs 10% of the total construction fee, with a minimum of $3510.

Owner-builders can build a home for their own use, but the state requires an affidavit before a certificate of occupancy is issued, and the owner must disclose that the home is outside new-home warranty coverage for 10 years8. We could not confirm any Wenonah-specific owner-builder rule, so ask the construction office3.

Who issues building permits in Wenonah, and how do you reach them?

Wenonah belongs to a shared-services program with Mantua Township, and the borough tells residents to contact Mantua Township for permits for construction, home improvements, fencing, garages, sheds, sidewalks, electrical, plumbing and zoning3. The Mantua Township Uniform Construction Code Office is at 401 Main Street, Mantua, (856) 468-15003.

Statewide, a permit cannot be issued until all required State, county and local approvals are in place11. Inspections are periodic, with stops for footing trenches, rough plumbing and electrical, and framing12.

Does Wenonah have zoning, and what does it mean for lot size and setbacks?

Yes. Wenonah adopted its own zoning ordinance, and it governs the use of all land and buildings inside borough limits1. The borough is divided into 11 classes of districts5. Gloucester County does not zone; each municipality does13.

Rules differ by district. In the LR Low Density Residence district, the minimum lot is 1 acre, with 150 feet of width at the building line6. LR front yards are at least 17 feet, side yards total at least 30 feet14, and buildings may cover 25% of the lot15. In the R Residence district, side yards total at least 20 feet and the rear yard is at least 15 feet16, with a 35-foot height limit7. Single-family lots in the LMR district can be as small as 6,000 square feet17.

RV, tiny-home and camping rules are not confirmed. Ask the borough office, and do not assume they are allowed.

How do septic permits work in Wenonah?

Gloucester County Environmental Health reviews septic plans for individual homes under 2,000 gallons per day18. New systems need a License to Operate before use18. The county's 2026 fee for new construction is $60019.

The county's submission requirements say Wenonah applicants need a municipal letter with their application4. Because of that, a septic permit does not come from the borough's construction office. New Jersey also requires the board of health to certify sewerage facilities before a building permit issues20.

Where a public sewer runs along the property, Wenonah's code requires owners to connect when the borough council or board of health gives notice21. Check with the borough whether sewer is available before planning a septic system. Private well rules inside Wenonah are not confirmed.

Can you live in an RV or tiny home in Wenonah?

We could not confirm a borough rule on long-term RV living, camping or tiny homes. The zoning article we reviewed did not mention recreational vehicles. Ask the borough office and the Mantua Township zoning staff before buying or parking anything3.

A tiny home built as a permanent dwelling would still need a building permit and must meet the Uniform Construction Code9. HUD manufactured homes are limited to single-family use group R-5 statewide22.

Building a home in Wenonah: the steps, in order

  1. Ask the borough office and Mantua Township zoning staff which district your lot is in and whether your plan meets its lot, yard and height rules5.
  2. Get the municipal letter and apply to Gloucester County Environmental Health for septic or sewer clearance4.
  3. File the construction permit application and pay the plan review fee through the Mantua Township office3.
  4. Build with periodic inspections12.
  5. If you build for yourself, file the owner-builder affidavit before the certificate of occupancy8.

What stays with Gloucester County, and what to check before you buy

Septic plans, wells and sewage disposal licensing stay with Gloucester County Environmental Health18. Subdivisions are also reviewed by the county on top of borough rules23. For land outside Wenonah, see the Gloucester County page.

County-level figures: Gloucester County's effective property tax rate is 2.8%24. The USDA soil rating finds only 0.1% of county soils not limited for a conventional septic drain field, so expect a site evaluation or an engineered system25.

Watch-outs

  • Wenonah's zoning article lists some outdated zone names in its accessory apartment section, so confirm your district with the zoning official1.
  • A driveway or opening onto a Gloucester County road needs a county access permit, while a state highway needs a state access permit2627. We could not confirm Wenonah rules on borough-street driveways, floodplain development, short-term rentals or private wells, so ask the borough office before you buy.
  • Septic applications in Wenonah need a municipal letter first, which can delay the county review4.
