The Borough of Woodcliff Lake, in Bergen County, New Jersey, adopts and enforces its own zoning under Chapter 380 of the borough code1. Bergen County has no zoning power over municipal land2. Building permits in New Jersey are issued by the municipal construction official under the state Uniform Construction Code3. Septic approval comes from the health department with jurisdiction, which we could not confirm for the borough4.

Does Woodcliff Lake have zoning, and what does it mean for lot size and setbacks?
Yes. The Borough of Woodcliff Lake divides all land inside the borough into zone districts under its own zoning ordinance, Chapter 380 of the borough code1. The districts include R-30, R-22.5, R-15 and R-8.15 residential zones, business and office zones, affordable-housing zones and overlay zones10.
In the R-30 One-Family District, each lot needs at least 30,000 square feet, 150 feet of frontage at the street and 150 feet of depth5. Buildings may cover no more than 15% of the lot and total surface coverage may not exceed 30%6. Buildings are limited to 2 1/2 stories and 35 feet7, and the front yard must be at least 50 feet8.
Those figures are for R-30 only5. The other residential districts have their own numbers, and side and rear yards were not captured8, so look up the parcel's district on the zoning map held by the borough clerk1.
Do you need a building permit in Woodcliff Lake, and who issues it?
Yes. New Jersey's Uniform Construction Code requires a construction permit for new construction and for structural, plumbing, mechanical and electrical work on existing buildings; ordinary maintenance is excepted3. Applications go to the local enforcing agency, which in Woodcliff Lake is the borough's construction department11.
The borough's own chapters on construction codes and fees, including its permit fee schedule, were not confirmed for this guide, so ask the Woodcliff Lake construction department for current fees and forms at Borough Hall.
Bergen County does not issue building permits for private homes; New Jersey gives counties only a limited pilot role over county-owned buildings12.
How do septic permits work inside Woodcliff Lake?
New Jersey law bars a building permit until the board of health with jurisdiction certifies that the water supply and sewerage facilities meet state standards4. The septic system must also be inspected before it is covered13.
Bergen County's Department of Health Services reviews septic plans for towns that contract with it, and it does not cover every municipality14. We could not confirm whether Woodcliff Lake is one of those towns, or whether the borough's own health officer handles septic. Ask the borough construction department, then the Bergen County Department of Health Services15.
Wells need a DEP drilling permit, with the well construction permit issued by municipal or county health officials16.
Can you build your own home in Woodcliff Lake?
A person who builds a new home for personal use is excepted from New Jersey builder registration9. That exception does not waive construction permits or Uniform Construction Code inspections9.
The owner must file an affidavit with the construction official before a certificate of occupancy is issued, and must disclose the lack of new-home-warranty coverage to any buyer within 10 years after the certificate is issued17.
Building a home in Woodcliff Lake: the steps, in order
- Find the parcel's zoning district and check lot area, coverage, height and yards in Chapter 3801.
- If the lot is being divided, expect borough subdivision review under Chapter 33218; the county planning board reviews subdivisions and only approves those that touch county roads or drainage19.
- Get septic plan certification from the health department with jurisdiction before the building permit4.
- Apply for the construction permit with the borough construction official; no permit issues until all required state, county and local approvals are in place20.
- Pass the required stage inspections, from footings through framing21.
- Obtain the certificate of occupancy before anyone moves in22.
What stays with Bergen County, and what to check before you buy?
Bergen County does not zone; the borough does2. The county's role is planning review. A driveway onto a county road carries a road-access permit fee of $25023, and a driveway onto a state highway needs a state access permit24. For land outside the borough, see the Bergen County page.
County-level figures: typical home value is $791,11625, and the effective property tax rate is 1.7%26. Only about 11.7% of county soils rate as not limited for a conventional septic drain field, so expect a site evaluation27.
Watch-outs
- Woodcliff Lake's rules on RVs, tiny homes, temporary camping and short-term rentals were not confirmed; ask the borough construction department and zoning officer before relying on any of them1.
- Septic authority inside the borough is unconfirmed; do not assume the county health department covers Woodcliff Lake, because only contracting towns are served14.
- A state building permit rule applies in addition to zoning; zoning approval must be in place before plan review proceeds for owner-occupied one- and two-family additions and alterations20.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
