Manchester’s own rules
Local zoningPresent (with conditions)
Land inside Manchester city limits: the City of Manchester's own zoning ordinance (new Manchester Zoning Ordinance, effective 2026-03-01)
The board of mayor and aldermen ordained the new zoning ordinance on 2025-12-16; per the city's Land Use Code page, applications submitted before 2026-03-01 to the zoning board of adjustment follow the previous zoning ordinance, and later applications follow the new one.
The American Legal Publishing copy of the Manchester code states it is current only through ord. passed 6-3-2025, so it does not show the December 2025 ordinance; the city page is the source used here.
Subdivision and site plan review regulations are being updated after the zoning ordinance (see subdivision claim).
“the board of mayor and aldermen ordained the new manchester zoning ordinance at their meeting on december 16, 2025.”
Mandatory utility hookupSewer (with conditions)
Owner of a house, building or property inside Manchester city limits where a public sewer is available nearby (sewer connection; water connection rule not established)
Connection is required only where the public sewer is accessible and available within 100 feet of the owner's building, as determined by the public works director.
Obligation runs from official notice: the owner must install sanitary facilities within 90 days after the date of official notice.
Per the code note on the same page, 'public sewer' means the main line of the sewer main.
Pumped connections: an individual sewage lift system connection for an existing structure is permitted if the connection to the public sewer is within 200 feet of the property line; for new construction it is considered only if all gravity options are exhausted and the connection is within 100 feet of the property line (Sewer Permits page, pumped building connection section).
Sewer permits are required to connect a service to an existing sanitary sewer or to repair an existing sewer service.
distance to public sewer for mandatory connection: <= 100 feet (as determined by the public works director) · compliance period after official notice: 90 days (after the date of official notice)
“provided that said public sewer is accessible and available within 100 feet of said owners building, as determined by the public works director.”
Subdividing landRegulated (with conditions)
Land division inside Manchester city limits, under the city's subdivision regulations
The city page says subdivision and site plan review regulations are scheduled for update after the new zoning ordinance, so the current text may change; the regulations' own text was not opened.

Unanswered questions are usually a sign that Manchester publishes no rule on the point, not that none exists. Hillsborough County’s page lists the county offices to call.
