Do you need a building permit in Pacific, MO?

Start a Pacific construction project with the city Building Department: the department processes building permits, reviews construction plans for code compliance and inspects construction.1 The city publishes a building-permit application for new construction, decks and fences, along with a building fee schedule.1 Ask the department which application and inspections your proposed house or accessory structure needs, and request the current fee calculation.1 We could not confirm a city owner-builder exemption; ask Pacific Community Development before treating a self-built house or farm structure as exempt.3

Who is the Pacific building department, and which codes apply?

The Pacific Building Department is the city contact for construction plan review and building inspections, and also conducts residential and commercial occupancy inspections.1 Pacific states that the city adopted the 2018 International Building Codes with amendments effective January 1, 2023.1 Request the adopted amendments with your application so your designer works from the city requirements.1 Pacific Community Development provides land-use, zoning and building services, making that department the place to resolve a proposed use before preparing final construction plans.3

Does Pacific have zoning, lot-size rules and setbacks?

Pacific has its own zoning regulations; first locate the parcel on the zoning map linked by Community Development.23 In Pacific’s NU Non-Urban District, a single-family lot must contain at least 3 acres, and the dwelling must have at least 1,300 square feet of qualifying above-grade floor area.57 NU setbacks are at least 50 feet in front from the right-of-way, 30 feet on the sides and 50 feet at the rear, with a 50-foot street-side setback on corner lots.11

Pacific’s R1-A Single-Family District instead requires at least 7,500 square feet of lot area and 1,000 square feet of qualifying above-grade dwelling floor area.68 R1-A side and rear setbacks are at least 10 and 20 feet; the front starts at 25 feet and increases with building height above 25 feet, while double-frontage lots need the required front yard on both streets.12

How do septic permits work inside Pacific?

Missouri requires a construction permit before installing or repairing most onsite wastewater treatment systems; some single-family lots may be exempt, but work should wait until a permit is issued or an exemption is confirmed.9 We could not confirm which agency issues septic permits for land inside Pacific, so ask Pacific Community Development and Franklin County Building Department to establish jurisdiction for the address.34

Franklin County administers an on-site wastewater code through its Building Department, but that county program should not be assumed to establish Pacific jurisdiction without confirmation.13 Franklin County’s soil figures show only 2.2% rated not limited for conventional septic drain fields; that county-level rating calls for site evaluation and does not mean septic is impossible on a Pacific lot.14

Can you live in an RV or tiny home in Pacific?

We could not confirm permission to live in an RV on a private Pacific parcel, camp during construction or occupy a tiny home; ask Pacific Community Development about the intended use and zoning district before buying for that purpose.3 Pacific’s NU dwelling minimum is 1,300 square feet, while R1-A requires 1,000 square feet of qualifying above-grade floor area, so a small house proposal must address the applicable district minimum.78 Pacific requires a conditional use permit for manufactured-home parks, subject to additional conditions; that park provision does not establish permission for an individual RV or tiny home.10

Building a home in Pacific: what are the steps, in order?

  1. Identify the Pacific parcel’s zoning district using the city zoning map, then discuss the intended use with Community Development.3
  2. For a variance, zoning map amendment, conditional use permit, site development or plat, schedule the pre-application meeting the city recommends to discuss review and approval.3
  3. Ask the city about water and sewer availability and connection requirements; if septic is proposed, confirm the responsible agency and obtain a permit or confirmed exemption before work begins.39
  4. Obtain the city building application and fee schedule, submit construction plans for review, and arrange the applicable construction and occupancy inspections with Pacific Building Department.1

For property outside Pacific city limits, use the Franklin County guide: the county issues building permits and inspects new construction in unincorporated Franklin County.15

Watch-outs

  • Pacific’s NU livestock-related structures and hay, feed or manure storage must be at least 100 feet from a property line.11
  • Missouri requires some type of permit for all floodplain development; Pacific Building Department publishes a floodplain development application.161
  • Pacific regulates subdivisions inside city limits, including conditional exceptions to preliminary review for qualifying minor subdivisions.17
  • We could not confirm Pacific’s individual-home sewer connection, private-well or accessory-dwelling requirements; ask Community Development before relying on an off-grid or additional-home plan.3

Unanswered questions are usually a sign that Pacific publishes no rule on the point, not that none exists. Franklin County’s page lists the county offices to call.
