Andrew County, Missouri

Zoning, building permits and septic rules in the Village of Country Club, Missouri

The Village of Country Club in Andrew County, Missouri runs its own zoning under Chapter 405 of the village code1 and requires construction to follow the 2009 International codes2. Andrew County has no zoning of its own and issues no building permits in unincorporated areas3, so the village code is the one that matters inside village limits. Septic permits for Andrew County come from the Andrew County Health Department4; we could not confirm whether the village adds its own septic rules.

Does Country Club, Missouri have zoning, and what does it mean for mobile homes and outbuildings?

Yes. The Village of Country Club administers its own Chapter 405 Zoning Regulations1. The code lists districts including A-1 agricultural, R-1A, R-1B, R-2, R-3, business, industrial, flood, mobile home and planned unit districts10. Which district a parcel sits in decides nearly everything, so ask the village for the zoning map before you buy.

Mobile homes are limited. R-1A excludes mobile homes and manufactured housing, R-1B allows modular homes but not single- or double-wides, and mobile homes are allowed only in a mobile home district of at least 5 acres6. Accessory buildings such as garages and outbuildings may not be used as dwellings7. We could not confirm village rules for RVs, tiny homes or minimum dwelling size, so ask the village before you plan around any of them.

What are the lot size, setback and height rules in Country Club?

They differ by district. In R-1A, single-family lots need at least 20,000 square feet8, with a 35-foot front yard, 15-foot side yards and a 20-foot rear yard11. R-1A buildings may cover 30 percent of the lot at ground floor12, and the principal building may stand 35 feet high while garages and outbuildings top out at 15 feet13.

In A-1 agricultural land, other permitted uses need 5 acres14, and non-farm uses need a 170-foot front yard and 35-foot side and rear yards15. Standards for the other districts are unconfirmed, so ask the village about them.

Do you need a building permit in Country Club, and who issues it?

Inside the village, the village sets the building rules, not Andrew County. Country Club adopted the 2009 International Building, Residential, Mechanical, Fire, Plumbing, Fuel Gas and Private Sewage Disposal Codes plus the National Electrical Code for all construction within the village2. Its zoning officer may make periodic inspections, and permits are issued contingent on those codes being followed516.

We could not confirm the permit application steps, any occupancy permit or an owner-builder exemption inside the village, so contact the village zoning officer before you build. Land outside village limits is different: unincorporated Andrew County has no authority to issue building permits17. See the Andrew County page for that land.

How do septic permits work in Country Club?

Andrew County Health Department handles inspections and permits for on-site sewage systems in the county418. Residential lots of 3 acres or larger are generally exempt from permitting, with exceptions, and commercial properties always need a permit19. Missouri's own rule requires a permit on residential property under 3 acres20.

The village code adopts the 2009 International Private Sewage Disposal Code2, but we could not confirm whether the village or the health department issues septic permits for village addresses, or whether a new home must connect to village sewer. Ask both offices. A-1 single-family homes require an approved sanitary sewer disposal system14.

What stays with Andrew County, and what should you check before buying in Country Club?

Andrew County has no zoning ordinances, and its commission says cities may have their own3. The county's lack of rules applies to unincorporated land only, not inside the village.

Check these before you buy. Floodplain: anyone building in the village flood district needs a separate development permit9. Subdivision: the village regulates land divisions under Chapter 41021. Driveways: state highway address requests need a written MoDOT driveway permit22. Septic: confirm who permits it, as above. Farmland in the county averages about $5,070 per acre23, and the effective property tax rate is 0.8%24; both are Andrew County figures.

Watch-outs

  • We could not confirm the village's building permit application process, occupancy permit or owner-builder rules, so call the village zoning officer before you pay for plans5.
  • Village zoning amendments after 2014 and the zoning map are unconfirmed, so verify your parcel's district and current rules with the village1.
  • Do not rely on Andrew County's no-zoning answer for a lot inside Country Club; it covers unincorporated land only3.
