Do you need a building permit in Ramsey, Minnesota?

Yes. Ramsey requires a building permit for new dwelling construction, and also for additions, decks, re-roofing, plumbing and electrical alterations, and septic and sewer and water work1. The city calls that list a sampling, so a project that is not named may still need a permit; the Building Department is the office to ask10.

Ramsey builds to the current Minnesota State Building Code11. A Certificate of Occupancy is required before anyone uses or occupies a new or altered structure, and the Building Official issues it after a final inspection shows code compliance9. We could not find an owner-builder exemption in the city's materials, so assume a homeowner building their own house still needs the permits.

Who issues building permits in Ramsey, and how do you reach them?

The City of Ramsey issues building permits inside city limits, not Anoka County4. The Building Department is at 7550 Sunwood Drive NW, Ramsey, MN 55303, phone 763-427-141010.

For a new single-family home, the application must be made online, and review does not start until the proper plans and specifications arrive12. The city also requires a site survey by a Registered Land Surveyor for any construction12. The county's own role is limited to county-road driveway and right-of-way permits, covered below13.

Does Ramsey have zoning, and what does it mean for RVs, tiny homes and setbacks?

Yes. Ramsey sets its own zoning in Chapter 106 of the city code, and the planning page links to a zoning map5. Subdivisions, tree preservation, grading and drainage fall under a separate chapter of the same code14. Anoka County says zoning and planning are handled by its municipalities15.

We could not confirm the district-by-district rules on minimum lot size, setbacks, long-term RV living, tiny homes or accessory dwellings, because the zoning code's district tables were not readable to us. Check the zoning map for your parcel's district, then ask Ramsey Planning and Development before you buy16.

How do septic permits work in Ramsey?

The City of Ramsey administers the state's septic rules, Minnesota Rules Chapter 7080, for individual sewage treatment systems inside city limits3. Anoka County says it holds no records for private septic systems in its municipalities and that all permitting is done at the city level17.

Septic system work needs a permit6. The 2026 fee is $300 for residential Type I-III systems; Types IV and V cost the contracted-services amount plus a $150 administrative fee7. Selling a property with a septic system requires a compliance inspection by an MPCA-certified inspector, and the seller must give the buyer the certificate at or before closing and file a copy with the city within 15 days8.

Across Anoka County, only about 3.1% of soils rate as not limited for a conventional drain field, so expect a site evaluation and possibly an engineered system18.

Can you live in an RV or tiny home on your land in Ramsey?

We could not confirm it. Ramsey's zoning code is the controlling document, and the specific rules on long-term RV occupancy, temporary camping and tiny-home occupancy were not available to us in readable form2. Do not assume that living in an RV or tiny home is allowed on a Ramsey lot. Ask Planning and Development at 763-427-1410 for the answer for your specific parcel and district before you buy or move anything onto it16.

Building a home in Ramsey: the steps, in order

  1. Look up your parcel's district on the city zoning map and read Chapter 106 for it5.
  2. Order a site survey from a Registered Land Surveyor12.
  3. Plan the septic system, and get the city's septic permit; the Type I-III fee is $30067.
  4. If the driveway meets a county road, apply for the Anoka County access permit; a residential single driveway is $175 and needs a Traffic Department site review first13.
  5. Submit the new single-family application online with full plans12.
  6. Pull the sewer and water connection permits, $75 each7.
  7. Pass the final inspection and collect the Certificate of Occupancy before moving in9.

What stays with Anoka County, and what to check before you buy in Ramsey

The county's rules for unincorporated land, including its shoreland ordinance, do not replace Ramsey's. See the Anoka County page for land outside city limits. The county still issues access permits for driveways on county roads and right-of-way permits for work in county right-of-way, including private sewer and water connections19.

Before buying, ask the city whether the lot has city sewer and water available, because we could not confirm any mandatory-connection rule10. Anoka County's effective property tax rate is about 1%, with a median bill of $3,099 a year2021. Floodplain, driveway and well rules inside the city are also unconfirmed, so ask the Building Department.

A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
