Does Fowler, Michigan have zoning, and what does it mean for lot size and setbacks?

Yes. The Village of Fowler adopts and administers its own zoning ordinance, Chapter 152, and it applies to all land and buildings inside the village1. The village is divided into six kinds of district: R-1 single-family residential, R-2 residential, C-1 central business, C-2 general commercial, I industrial and PUD planned unit development3.

In the R-1 district, a single-family home sits on a lot of at least 7,500 square feet and 75 feet wide4. Setbacks are 25 feet in front, 10 feet on each side and 35 feet in the rear6. Buildings, including accessory buildings, may cover at most 35% of the lot9, and the height limit is 35 feet10. A home needs at least 1,200 square feet of floor area, or 800 square feet on the ground floor if it has more than one story5. Single-family detached homes are permitted by right in R-111.

Do you need a building permit in Fowler, and who issues it?

We could not confirm who issues building permits inside Fowler village limits1. Michigan requires a building permit from the enforcing agency before a building or structure is built12. The Clinton County Building Department handles building permits for the county's general-law townships and the cities and villages within them7, but whether that includes Fowler is still unconfirmed, so ask the department before you draw plans13.

Zoning is separate from building permits: Fowler's code says uses and structures are subject to district standards and permit approvals1. Expect to clear zoning with the village and the construction code with whichever agency the Building Department names.

How do septic permits and wells work in Fowler?

We could not confirm whether homes inside Fowler use septic systems or connect to village sewer and water. The village zoning code says no structure for human occupancy may be built unless its water supply and waste water disposal meet Michigan Department of Public Health requirements and the village's sewer and water ordinance14. Michigan also requires every building with plumbing to connect to a public sewer where one is available, or to an approved private system15.

For land outside sewer service, septic permits in Clinton County come from the Mid-Michigan District Health Department8. Its fee for a new sewage disposal permit is $240, and a vacant land evaluation is required16. Ask the department's Clinton Branch Office whether it permits systems and wells inside the village17.

Can you live in an RV or tiny home in Fowler?

We could not confirm Fowler's rules for living in an RV or a tiny home. The village zoning code has sections on recreational vehicle storage and on temporary occupancy of a vehicle, but we did not confirm what they allow, so ask the village before parking an RV on a lot. Michigan's statewide campground rules cover campgrounds with five or more recreational units and do not answer whether you can live in one RV on your own lot18. Michigan also says a tiny house proposed as a resort cabin or similar occupancy needs local zoning, building, electrical and plumbing approvals19.

Building a home in Fowler: the steps, in order

  1. Confirm the lot's zoning district with the village; single-family homes are permitted by right in R-111.
  2. Check lot size, setbacks and the 1,200 square foot minimum against your plans5.
  3. Ask the Clinton County Building Department who issues building permits for Fowler addresses13.
  4. Ask the Mid-Michigan District Health Department about septic and well permits, or confirm sewer and water hookup with the village17.
  5. If the county issues the permit, submit applications and plans to the Building Department20, and expect inspections21.
  6. A new building may not be occupied until a Certificate of Occupancy is issued22.

What stays with Clinton County, and what to check before you buy in Fowler

The county's own rules apply to unincorporated Clinton County, not inside the village. For land outside Fowler, see the Clinton County page. Michigan's owner-builder licensing exemption covers a person who builds a residence for their own use and occupancy on their own property23; whether village rules add anything is unconfirmed.

Clinton County's effective property tax rate is 1.3%24, and the median property tax bill is $3,048 a year25. The typical home value in Clinton County is about $320,60326. Land division inside the village is regulated under Chapter 151 of the village code27.
