The Town of Winchendon, in Worcester County, Massachusetts, adopts its own zoning bylaw with residential, commercial and industrial districts1. The town Building Department issues building permits and enforces that bylaw2. Septic permits come from the Winchendon Board of Health under Title 5, with a separate permit from the Building Department3.

Does Winchendon have zoning, and what does it mean for lot size and setbacks?
Yes. Winchendon's own Chapter 300 zoning bylaw applies inside town limits1. The town's districts include residential R80, R40 and R10, commercial C1 and C2, industrial, planned development and a wetlands and floodplain conservancy overlay4.
Dimensions depend on the district. In R80, the lower-density district, a lot needs at least 80,000 square feet and 200 feet of frontage6, with setbacks of 40 feet front, 25 feet side and 50 feet rear10. In R10, a lot needs at least 10,000 square feet and 75 feet of frontage7, with setbacks of 20 feet front, 10 feet side and 20 feet rear11. Both districts cap structures at 2.5 floors and 35 feet12. Notes in the dimensional table also apply, so confirm the figures for a specific lot with the Building Department.
On minimum home size, Massachusetts zoning may not regulate the interior area of a single-family home9. We could not confirm Winchendon's rules on RV living, tiny homes or manufactured homes; ask the Building Department2.
Do you need a building permit in Winchendon, and who issues it?
The Winchendon Building Department issues permits and schedules inspections for building, plumbing, gas fitting and wiring projects in town2. The Massachusetts State Building Code applies in every city and town, enforced by the local inspector13.
Permit applications go to the Building Department's land use clerk at 109 Front Street, and the town's page also offers online payment for permits2. We could not confirm Winchendon's permit fee schedule or application steps beyond that, so call the Building Department before you plan a budget2.
A homeowner building their own one- or two-family home may act as supervisor of the work, but a building permit is still required8.
How do septic permits work in Winchendon?
The Winchendon Board of Health enforces Title 5, the state's subsurface sewage disposal rules, for land inside town514. For a new system, Massachusetts DEP says to go to both the local board of health and the local building department and obtain permits from each separately; work may not begin until every required approval is in hand3.
Soils make this step matter. Only about 1.4% of soils in Worcester County rate "not limited" for a conventional drain field, so expect a site evaluation and possibly an engineered system15. Where a public sewer runs in the street, Massachusetts law requires sewage to connect to it as the sewer authority directs16. We could not confirm whether Winchendon requires connection to public water or sewer for a particular lot, or its septic fees.
Can you live in an RV or tiny home in Winchendon?
We could not confirm an answer for Winchendon. The town's bylaw defines recreational vehicles, but we did not find an occupancy rule, so ask the Building Department before you buy2.
State law gives limited help. Tiny houses of 400 square feet or less are authorized only in designated seasonal communities that adopt bylaws allowing them17. A manufactured home may be placed for up to 12 months while a residence destroyed by fire or other natural disaster is rebuilt18. A single accessory dwelling unit is protected in single-family zoning districts statewide, subject to setbacks and septic rules19.
Building a home in Winchendon: the steps, in order
- Confirm the lot's zoning district and dimensions with the Building Department, which enforces the zoning bylaw2.
- Check frontage and driveway access. Residential driveways must cross the lot's own frontage unless the planning board grants a special permit20.
- Check for wetlands and floodplain conservancy overlay land, which limits dimensional relief21.
- Contact the Board of Health about a septic site evaluation and Title 5 permit14.
- Apply for the building permit and the septic-related approvals; begin work only after all required approvals are in hand3.
- Schedule inspections with the Building Department2.
If you split land into new lots, the planning board must approve a subdivision plan first22.
What stays with Worcester County, and what to check before you buy in Winchendon?

For a Winchendon lot, check the zoning district, frontage and access, wetlands, and soil suitability for septic. County-level figures give context: the effective property tax rate in Worcester County is 1.3%25, and the typical home value is $507,04926.
Watch-outs
- Winchendon's building and septic permits are separate approvals from separate offices, so budget time for both3.
- We could not confirm Winchendon's permit fees, RV and tiny-home rules, or whether public water or sewer connection is required; ask the Building Department at 978-297-54012.
- Lots partly inside the wetlands and floodplain conservancy districts get dimensional relief only if more than half the lot and all septic facilities lie outside the district21.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
