Does Northfield, Massachusetts have zoning?

Yes. The Town of Northfield adopts its own Zoning Bylaw, and that bylaw divides the town into districts1. The districts are residential agricultural (RA), residential agricultural-forestry (RAF), village center (VC), planned development (PD) and recreational tourism (RT), plus floodplain, water supply protection and solar overlays12. Farming is permitted by right in all five base districts13.

Most rural lots fall in RA or RAF. In RA, a single-family lot needs 50,000 square feet, or 35,000 with municipal sewer6. In RAF, the minimum is 100,000 square feet, with no sewer reduction7. Setbacks are 25 feet front, side and rear in RA and in RAF89, and the height limit for a principal building is 35 feet in both1415.

Massachusetts zoning cannot regulate the interior area of a single-family home, so the bylaw cannot set a minimum house size10. We could not confirm a lot-coverage limit; ask the Zoning Board of Appeals or FCCIP.

Do you need a building permit in Northfield, and who issues it?

Yes. A building permit is required under the statewide Massachusetts building code, which local inspectors enforce416. In Northfield, building permits and inspections moved to the Franklin County Cooperative Inspection Program in June 2026, so the FCCIP office in Greenfield is the place to apply, not the Northfield town office2. Franklin County itself has no county permit office, and Northfield's permits come from the town-level process described here4.

Where a use needs site plan review, the bylaw bars a building permit until the site plan is approved17. Access to the house must run through the lot's frontage unless the Planning Board grants a special permit18.

Homeowners building their own primary residence can use the homeowner exemption from the construction supervisor license, and the state also exempts people building their own home from home-improvement contractor registration1920. Neither exemption removes the permit. We could not confirm Northfield's building permit fees; ask FCCIP.

How do septic permits work inside Northfield?

Septic systems follow the statewide Title 5 code, and permits are issued locally by the town's Board of Health rather than by any county5. Massachusetts law requires the board to act on a completed septic application within 45 days, or the permit is deemed granted21. The application includes deep observation holes and percolation test results21. The Northfield Board of Health handles percolation tests, soil evaluations and well permits3.

Soils matter here. Only a small share of Franklin County soils rate as not limited for a conventional drain field, so most lots need a site evaluation and sometimes an engineered system22.

A private well needs a certified driller, and a town may require a local site permit23. In Northfield, the Board of Health issues well permits3. We could not confirm whether new homes must connect to public sewer or water; ask the Board of Health.

Can you live in an RV or tiny home in Northfield?

We could not confirm that Northfield allows or prohibits living in an RV or a tiny home on a private lot. The bylaw's campground rules cover campgrounds and children's camps, which need a Planning Board special permit in RA, RAF, PD and RT, and do not regulate an RV used as a dwelling on a private lot11. Ask the Zoning Board of Appeals and FCCIP before you park or build anything small.

The state tiny-house law applies only to designated seasonal communities that adopt their own bylaws, and we found no tiny-house provision in the Northfield bylaw we read24. Manufactured homes are limited: Massachusetts allows one on the site of a destroyed residence for up to 12 months during rebuilding25.

A detached accessory family dwelling needs a Zoning Board of Appeals special permit in RA and RAF, is limited to two bedrooms, and needs an extra parking space26. State law limits what bylaws may require for a single accessory dwelling unit, so confirm how the two fit together27.

Building a home in Northfield: the steps, in order

  1. Confirm the district (RA or RAF for most rural land) and the lot size and frontage with the Planning Board and the town clerk, who keeps the zoning map on file126.
  2. If you are dividing land, start with the Planning Board, which handles subdivision and approval-not-required plans2829.
  3. Book a percolation test and soil evaluation with the Board of Health, then apply for the septic permit321.
  4. Apply for a well permit with the Board of Health if the lot has no public water3.
  5. Apply for the building permit through FCCIP2.
  6. Keep the building 25 feet from every lot line and under 35 feet tall814.
  7. Schedule inspections with FCCIP as work proceeds2.

What stays with Franklin County, and what to check before you buy in Northfield

Northfield's zoning, building permits and septic rules are town-level; for land outside Northfield, see the Franklin County page. Check these before buying:

  • Wetlands and floodplain: Northfield has a floodplain overlay district, and the wetlands rule that governs the lot-area calculation excludes wetland areas126.
  • Access: confirm legal frontage on a public way18.
  • Taxes: Franklin County's effective property tax rate is about 1.5%30.
  • Land: about 87% of Franklin County is wooded, which affects clearing and septic siting31.

Watch-outs

  • Building permits moved from the Northfield town office to the Franklin County Cooperative Inspection Program in June 2026, so older instructions that send you to Town Hall for building permits are out of date2.
  • We could not confirm Northfield's septic and building permit fees, its lot-coverage limit, or whether short-term rental is allowed; ask the Board of Health and FCCIP32.
  • Septic permit applications are decided by the local Board of Health, and a lot's soil evaluation can change what you can build21.
