Does Williamsville, Illinois have zoning?

Yes. The Village of Williamsville adopts and administers its own zoning ordinance, Chapter 320 of the village code, and its director of building and zoning enforces it1. Chapter 320 sets zoning districts for land inside village limits8, and division of land is regulated separately under Chapter 263, Subdivision of Land9.

We could not confirm the district-by-district rules that most buyers ask about: minimum lot size, setbacks, minimum home size, and whether an RV, tiny home or manufactured home can be lived in on a lot. Ask the Village of Williamsville at village hall, (217) 566-3806, which district a parcel is in and what that district allows before you make an offer5. The village's zoning map and ordinance are posted on its building and zoning page.

Do you need a building permit in Williamsville, and who issues it?

Yes, for most projects. Since January 2025 the Village of Williamsville and Sangamon County share the building permit process under an intergovernmental agreement, and the village issues its own permits only for sheds of 900 square feet or less, fences, driveways and sidewalks, signs and towers, and above-ground pools of 24 inches or less5.

For any other project, including a house, the process still starts at the village with a $50 project review fee4. Once the fee is paid, the village submits its approval or denial to Sangamon County, and the applicant completes a county building permit and pays any county fees10. Application forms for both are on the village's building and zoning page. We could not confirm who performs building inspections inside the village or whether an owner-builder exemption applies; ask village hall.

How do septic permits work inside Williamsville?

Septic permits for a Williamsville address come from the Sangamon County Department of Public Health, not from the village3. The owner hires a licensed septic contractor and a licensed soil scientist, and the contractor usually submits the permit application11. Call Environmental Health at 217-535-314512.

Village code adds two limits. Where a public sanitary sewer is within 100 feet of a property used for human occupancy, the owner must connect within 90 days of official notice, and an existing septic system on a property that gains sewer access must be connected to the sewer and abandoned6. Septic tanks and cesspools may not discharge to a natural outlet13. In practice, a lot on a village sewer line will not get a septic system, so confirm sewer availability with village hall first. Private well permits are also a county health department matter7.

Can you live in an RV or tiny home in Williamsville?

We could not confirm. The village's zoning ordinance would answer it, but we did not find a verified rule on RV occupancy, tiny homes, temporary camping or manufactured homes inside Williamsville. Do not assume a lot allows any of them.

The zoning district decides the answer, so ask the Village of Williamsville building and zoning office at (217) 566-3806 for the district and its permitted uses before you plan to live in anything other than a site-built house5.

Building a home in Williamsville: the steps, in order

  1. Call village hall at (217) 566-3806 and ask which zoning district the parcel is in and whether the use you want is allowed5.
  2. Ask whether a public sewer is within 100 feet; if it is, plan to connect to it rather than install a septic system6.
  3. If no sewer is available, call Sangamon County Environmental Health at 217-535-3145 about septic and well permits12.
  4. File the village building permit form with the $50 project review fee4.
  5. After the village submits its approval, complete the Sangamon County building permit and pay county fees10.
  6. For a driveway inside the village, apply to the village; a driveway onto a county highway needs the Sangamon County Highway Department14.

What stays with Sangamon County, and what to check before you buy

Inside Williamsville the village handles zoning and starts every building permit application, but septic and well permits stay with the Sangamon County Department of Public Health3. Land outside village limits follows county rules instead; see the Sangamon County page for unincorporated land.

Before you buy, confirm the zoning district, sewer availability and any floodplain status with village hall. Sangamon County requires a floodplain development permit for development in a 100-year floodplain in unincorporated areas, so ask the village how floodplain rules apply to a parcel inside it15. Sangamon County's effective property tax rate is 2% and its median property tax bill is $3,369 a year1617.

Watch-outs

  • The village's own permit list is short, so a house, addition or other larger project needs a Sangamon County permit as well as the village's review2.
  • We could not confirm Williamsville's minimum lot size, setbacks, RV, tiny-home or accessory-dwelling rules; ask the village building and zoning office before you buy5.
  • A parcel on a village sewer line may be required to connect, even if a septic system already exists6.
