Does Chenoa, IL have zoning, and what does it mean for lot size and setbacks?
Chenoa adopts and administers its own zoning ordinance, Title 10 of the City Code, for land and structures inside city limits1. We confirmed the R-1 single-family district, the R-1A single-family manufactured home district and the H-I heavy industrial district; the full district list and zoning map we could not confirm, so ask City Hall which district a parcel sits in9.
In R-1, new lots must have at least 10,000 square feet, a width of at least 75 feet and a depth of at least 120 feet4. The principal building needs a front yard of at least 20 feet, side yards of at least 10 feet and a rear yard of at least 20 feet5. Buildings in R-1 may cover no more than 50 percent of the lot, and may not exceed 30 feet in height1011.
R-1A is tighter: lots need at least 60 feet of width and 90 feet of depth12, the front yard is at least 15 feet and each side yard at least 6 feet13, coverage tops out at 40 percent14, and height is capped at 15 feet15.
Do you need a building permit in Chenoa, and who issues it?
Chenoa City Hall issues building permits inside city limits, not McLean County. The city's Zoning Board page says a building permit is required anytime new ground will be covered, and the application is picked up at City Hall2. Illinois itself does not issue building permits for privately funded construction; any permit requirement comes from the local government16.
Single-family homes must also meet a minimum ground floor area: 750 square feet in R-1 and 910 square feet in R-1A67. The city also has a land subdivision and development title, Title 11 of the City Code, so splitting a lot inside Chenoa is regulated17.
We could not confirm which building code the city adopts, its inspection schedule, its permit fees or its occupancy rules; call City Hall at 815-945-76192.
How do septic permits work inside Chenoa?
The McLean County Health Department's Private Sewage Disposal Program regulates sewage disposal for facilities and homes not served by public sewer, and it issues private sewage disposal permits18. The county names this department as the septic authority across McLean County3.
Whether a lot inside Chenoa is on city sewer or needs its own system, we could not confirm; ask City Hall before you buy2. If the lot needs a septic system, McLean County's soils matter: USDA rates only about 8 percent of the county's soils as not limited for a conventional drain field, so expect a site evaluation and possibly an engineered system19.
Can you live in an RV or tiny home in Chenoa?
We could not confirm whether Chenoa allows living in an RV, camping on a lot, or a tiny home, and no city rule on those uses reached our review. Ask City Hall at 815-945-7619 before you park or build anything2.
Do not rely on McLean County's rules for these uses: the county's recreational-vehicle and manufactured-home rules cover unincorporated land and do not govern inside Chenoa's city limits20. The city does have an R-1A district written for manufactured homes, with its own minimum floor area of 910 square feet7.
Building a home in Chenoa: the steps, in order
- Ask Chenoa City Hall which zoning district the parcel is in and whether it connects to city sewer and water2.
- Check the district standards for lot size, setbacks, coverage, height and minimum floor area513.
- If the lot is not on public sewer, contact the McLean County Health Department about a private sewage disposal permit18.
- Pick up the building permit application at City Hall before any new ground is covered2.
- Ask City Hall what inspections and occupancy sign-off apply; we could not confirm them.
What stays with McLean County, and what to check before you buy in Chenoa?
Septic permits stay with the McLean County Health Department3. Land outside Chenoa's city limits falls under the county instead: the McLean County page covers unincorporated rules, where the county requires permits for most construction projects21.
Taxes are set at the county level: McLean County's effective property tax rate is 2.3 percent, with a median bill of $4,503 a year822. Flood risk, driveway or curb-cut rules, and well permits inside the city we could not confirm; ask City Hall.

- The city's code online may lag the latest ordinances, and the official printed copy controls1.
- We could not confirm Chenoa's building code, inspections, permit fees, sewer connection rules or RV and tiny-home rules, so get those answers from City Hall before you commit2.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
