Neoga, Illinois (Cumberland County) has its own zoning ordinance with published districts, and the city provides a building permit application through its administrative office123. Living in an RV, camper or travel trailer inside city limits is unlawful4. Septic permits are a separate matter: the Cumberland County Health Department issues them5.

Does Neoga, Illinois have zoning, and what does it mean for RVs, lot size and setbacks?
Yes. The City of Neoga zones the land inside its limits, and its zoning also reaches 1.5 miles beyond them1. The ordinance divides the city into R-1 Single-Family, R-2 Multi-Family, MH Mobile Home, RE Residential Estates, C-1 Central Business, C-2 Highway Business, I-1 Industrial and Open districts2.
Lot and yard rules change by district. In R-1, a dwelling lot must be at least 7,500 square feet, with 75 feet of width on interior lots and 100 feet on corner lots, and the front yard must be at least 25 feet810. In RE, a dwelling lot needs at least one acre (43,560 square feet) and 150 feet of width, with a front yard of at least 50 feet1112. Principal buildings top out at 35 feet in R-1 and 45 feet in R-21314.
Neoga prohibits using a travel trailer, truck camper, motor home or bus for temporary or permanent habitation inside city limits, which also rules out camping in one; the only exception is a mobile home park, and not for permanent living415. A single manufactured home may not be placed on a lot in the city outside an approved mobile home park7. We could not confirm how Neoga treats tiny homes or accessory dwellings; ask the City of Neoga Administrative Office16.
Do you need a building permit in Neoga, and who issues it?
Neoga publishes its own building permit application, and the form covers residences, commercial buildings, garages, additions, pools and decks3. The City of Neoga, not Cumberland County, is the office to ask about building permits inside city limits16. The city's application form asks for plats or plans drawn to scale and states that processing can take up to 15 business days, so plan that lead time into a build schedule3.
Fences have their own permit: the application goes to the city clerk with a sketch, and the building official issues it if the fence complies17. Driveway culverts in a public way need a culvert permit from the city, with a non-refundable $50 application fee paid to the city clerk1819. Culverts on township, county, state or federal roads may need extra approvals18.
We could not confirm Neoga's building inspection or certificate of occupancy rules, or a fee schedule for building permits; ask the Administrative Office.
How do septic permits work inside Neoga?
Neoga's code generally prohibits privies, septic tanks and cesspools, allowing a private system only under narrow conditions, and requires abandoning it once public sewer is available20. A private system that uses subsurface soil absorption cannot be permitted on a lot under 15,000 square feet6.
A property used for human occupancy that abuts a street or alley with public sewer must connect within 90 days of official notice if the sewer lies within 100 feet of the property line9. For most in-town lots, sewer connection is the realistic path.
Where a private system is allowed, the Cumberland County Health Department issues the construction permit and inspects installation521. The county health department also issues permits for private water wells22. We could not confirm which office signs off on a septic permit specifically inside Neoga city limits, so call the health department at the number below before you plan one23.
Building a home in Neoga: the steps, in order
- Confirm the zoning district with the City of Neoga Administrative Office, and check the lot against that district's minimum lot size and front yard216.
- Ask the city whether public sewer is within 100 feet of the lot, since connection may be required9.
- If no sewer is available, contact the Cumberland County Health Department about a septic permit, keeping in mind the 15,000 square foot lot minimum for absorption systems65.
- If you need a well, apply to the county health department for the well permit22.
- Submit the city's building permit application with plans drawn to scale, and allow up to 15 business days3.
- Get a culvert permit from the city clerk before building a driveway entrance in a public way18.
- Check the floodplain rule if the lot is low: buildings in the floodplain must be protected to one foot above the base flood elevation24.
What stays with Cumberland County, and what to check before you buy near Neoga?
Septic permits and well permits come from the Cumberland County Health Department522. Statewide, Illinois does not issue building permits for privately funded homes; any permit requirement is set by the local government25.
Land outside Neoga's limits is a different situation: Cumberland County states that it has no zoning ordinance26. For the county's answers on unincorporated land, see the Cumberland County page.
For context, Cumberland County's median property tax bill is $2,068 a year27, and only about 3.2% of its soils rate as not limited for a conventional septic drain field, so many rural lots need a site evaluation or an engineered system28.
Watch-outs
- RVs, campers and travel trailers cannot be lived in anywhere inside Neoga city limits, except in a mobile home park and then not permanently4.
- Neoga's zoning also extends 1.5 miles beyond city limits, so land that looks rural may still be under city zoning1.
- Floodplain buildings, manufactured homes on new sites, and RVs on site more than 180 days a year fall under Neoga's floodplain development rules24.
- We could not confirm Neoga's building inspection, certificate of occupancy, tiny-home or accessory-dwelling rules; ask the City of Neoga Administrative Office16.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
