Cook County, Illinois

Zoning, building permits and septic rules in Rolling Meadows, Illinois

Rolling Meadows, Illinois adopts its own zoning ordinance, so city zoning applies inside city limits, not Cook County's1. Building work generally needs a city permit from the Community Development department2, which also does the plan review and inspections3. Septic systems and wells in Cook County go through the Cook County Department of Public Health4; whether Rolling Meadows properties are even eligible for septic we could not confirm.

Does Rolling Meadows, Illinois have zoning, and what does it mean for lot size and setbacks?

Yes. Rolling Meadows has its own zoning ordinance in City Code Chapter 122, and all development inside the city must conform to its district standards1. Cook County's zoning ordinance covers only unincorporated land and excludes cities that have their own zoning8, so the county's lot-size and setback tables do not apply here.

Standards are set by district. In the R-1 single-family district, the minimum lot is 32,600 square feet and 90 feet wide7. Required yards in R-1 are 30 feet in front and 10 feet on the sides, with a rear yard of 25% of lot depth, not more than 30 feet9. Buildings may cover no more than 30% of an R-1 lot10 and may be no taller than 35 feet11. The same table sets R-2 at 10,000 square feet and R-3 at 7,800 square feet7.

The figures above come from the council's 2020 adoption text of the ordinance, and later amendments exist1. Ask Community Development to confirm the current numbers for your parcel's district2.

Do you need a building permit in Rolling Meadows, and who issues it?

The City of Rolling Meadows issues building permits inside city limits through its Community Development department, which says most home improvement or repair projects require a permit2. Cook County's building department serves only unincorporated areas and sends city properties to the local authority12.

The city adopted the 2018 International Residential Code with local amendments for detached one- and two-family homes and townhouses5. Illinois itself issues no building permits for private construction; any permit requirement belongs to the local government13.

Permit fees follow a schedule the city council adopts, listed in Appendix B of the city code14. We did not confirm the dollar amounts, so ask the department for a current quote. Contact: 847-506-6030 or [email protected], with online applications through the city's customer self service portal2.

How do septic permits work inside Rolling Meadows?

Septic permits are a county and state matter, not a city building-permit matter. The Cook County Department of Public Health reviews and approves private sewage disposal systems throughout Cook County, with exceptions only for Barrington Hills, Inverness, Palos Park and South Barrington4. Rolling Meadows is not among those exceptions, so a septic proposal here would go to the county health department15.

Illinois requires plan approval from the state or the local health authority before any new private sewage system is built16. The county adds that Building and Zoning requires CCDPH approval before home construction involving wells and septic17.

We could not confirm whether sewer service reaches every address in Rolling Meadows or whether the city's code requires a sewer connection for new homes. Ask Community Development before you assume a septic system is an option. Soil data is also unfavorable across Cook County: about 0.9% of soils rate as not limited for a conventional drain field18, so expect a site evaluation.

Can you live in an RV or tiny home in Rolling Meadows?

We could not confirm the city's rule on living in an RV or a tiny home, and the zoning text we reviewed contained no tiny-home provision. Ask Community Development before you park or build anything you plan to sleep in2.

Cook County's RV ban does not govern Rolling Meadows. In unincorporated Cook County a parked RV may not be used for living or sleeping19, but that rule covers only land outside cities with their own zoning8.

Illinois's campground licensing law applies to licensed campgrounds, so it does not answer whether you can live in an RV on a city lot20.

Building a home in Rolling Meadows: the steps, in order

  1. Confirm your parcel's zoning district and its lot, setback, coverage and height standards with Community Development1.
  2. Prepare construction plans that show compliance with city codes; the city prefers online submittal through its portal2.
  3. Submit the permit application, then wait for zoning and code review; the city's guide lists a normal turnaround of 10 business days for new residential construction6.
  4. Resolve any plan-review comments and resubmit, then pay the permit fee when the city calls to say the permit is ready6.
  5. Call the city for inspections as work progresses3.
  6. Finish site development work before the city issues a certificate of occupancy or completion21.

What stays with Cook County, and what to check before you buy in Rolling Meadows?

Septic and well approvals stay with the Cook County Department of Public Health4. Illinois requires a permit for a new water well from the state or an approved local health department22. For land outside city limits, see the Cook County page, because county rules differ from the city's.

Check whether the lot lies in a floodplain; Illinois requires state permits for construction in regulated floodways23. We have not confirmed the city's floodplain or driveway rules.

Taxes are county-level figures: Cook County's effective property tax rate is about 2%24 and the median annual bill is $6,05325.

Watch-outs
