Does Lynwood, Illinois have zoning, and what does it mean for RVs, tiny homes, lot size and setbacks?

Yes. The Village of Lynwood adopts and enforces its own zoning, with districts such as R-1A one-family and R-2A two-family2. The county zoning ordinance covers only unincorporated land and excludes villages that have their own zoning10. The village publishes a zoning map through Village Hall11.

In the R-1A one-family district, a lot must be at least 10,400 square feet, with an exception for lots platted and recorded before the ordinance8. A one-story dwelling needs at least 1,300 square feet of floor area9. The front setback is 25 feet and the rear setback is 35 feet12. Buildings top out at 27 feet and two full stories13, and buildings, driveway, decks and pools together may cover no more than 35 percent of the lot unless a variance is granted14.

No RV may be used for living, sleeping or housekeeping in any Lynwood zoning district3. Whether tiny homes, accessory dwelling units or manufactured homes are allowed is not something we could confirm; ask the Building Department before you buy.

Do you need a building permit in Lynwood, and who issues it?

Yes. Lynwood's code says no building or structure may be erected, reconstructed, enlarged or moved until a building permit is applied for in writing and issued, and the building commissioner checks plans for zoning conformity1. The village building code adopts the 2012 International Residential Code for one- and two-family dwellings7. The Village of Lynwood Building Department also states that permits must be obtained for construction and repair work, including decks, fences and pools15.

The village, not Cook County, issues these permits. Cook County Building and Zoning handles only unincorporated Cook County and sends callers in municipalities to the local authority16. Call the Lynwood Building Department at 708-758-638015. We could not locate the village's building permit fee schedule, so ask the department for current fees.

A driveway that crosses a sidewalk needs its own permit, applied for through the building commissioner with a fee17.

How do septic permits work inside Lynwood?

Lynwood's code requires a permit from the village to construct or modify a septic tank, seepage system, other private sewage disposal system or water well4. Application forms come from the village clerk18.

Cook County's health department also reviews private sewage systems throughout Cook County, with only Barrington Hills, Inverness, Palos Park and South Barrington running their own septic ordinances, and Cook County Building and Zoning requires its approval before home construction involving wells and septic19. Plan on both the village permit and a Cook County Department of Public Health check, and confirm the sequence with the Lynwood Building Department and the health department at 708-836-860019.

Where a public sewer or water line is adjacent to or across from the property, the village can require connection when title transfers, and an existing septic system must then be disconnected and filled in2021. New developments must connect to village utilities20.

Can you live in an RV or tiny home in Lynwood?

No RV. Lynwood prohibits using a recreational vehicle for living, sleeping or housekeeping purposes in any zoning district3. Occupying one on any lot or public place in the village is unlawful unless it sits in a lawfully established and licensed recreational park or campground22. Parking an RV for storage is allowed on driveways or in enclosed structures in residential zones3.

We could not confirm any tiny-home rule in the village code. Minimum floor areas in the R-1A district, such as 1,300 square feet for a one-story dwelling, apply to dwellings there9. Ask the Building Department about other districts.

Building a home in Lynwood: the steps, in order

  1. Ask Village Hall or the Building Department which zoning district the parcel is in, and read the district's lot, setback and height limits112.
  2. If the property has no sewer connection, check septic and well rules with the village clerk and the Cook County Department of Public Health1819.
  3. Apply in writing to the village for a building permit and plan review1.
  4. Add a driveway permit if the driveway crosses a sidewalk17.
  5. Build to the 2012 International Residential Code as adopted by the village7.
  6. If the lot lies in the 100-year floodplain, the lowest floor must sit at or above the flood protection elevation23.

What stays with Cook County, and what to check before you buy in Lynwood

Land outside village limits follows Cook County's rules instead; see the Cook County page. Inside Lynwood, the county's septic and well review still applies19.

Before you buy, check whether the parcel is in the 100-year floodplain, where new buildings must be protected from flood damage and RVs on site over 180 days count as buildings23. Cook County's effective property tax rate is 2% and the median property tax bill is $6,053 a year2425. These are county-level figures.

Watch-outs

  • We could not confirm Lynwood's building permit fee schedule, inspection rules, certificates of occupancy, tiny-home or accessory-dwelling rules; call the Building Department at 708-758-638015.
  • Any structure built in the 100-year floodplain must be protected below the flood protection elevation23.
  • Rules in this guide apply inside Lynwood village limits only; unincorporated Cook County land has different rules16.
