Cook County, Illinois

Building permits, zoning and septic rules in the Village of Alsip, Illinois

The Village of Alsip, Illinois (Cook County) runs its own Building Department and its own zoning, so building permits inside village limits do not come from Cook County12. The village code requires building permits for garages, carports, accessory buildings and driveways in residential districts3. Septic tanks are generally unlawful in the village4, and living in a parked RV is prohibited5. Cook County Department of Public Health approves septic systems countywide6.

Do you need a building permit in Alsip, Illinois?

Yes, for the projects the village code names. The Village of Alsip requires building permits for any carport, garage, storage or accessory building, driveway or approach in residential districts3. The village also charges a permit fee for a new single-family house, so building a house is a permitted project there too10. Alsip has adopted the 2006 International Building Code as amended by the village, and the village code controls where it conflicts with the model code7.

The Building Department says its job is to inspect construction so it meets local and state codes1. Cook County's building permit office serves only unincorporated land, so it is the wrong counter for an Alsip address11. We could not confirm from the village code whether owner-builders get any special treatment; ask the Building Department.

Who issues building permits in Alsip, and how do you reach them?

The Village of Alsip Building Department issues building permits and inspects construction inside the village1. It is at 4500 W 123rd Street, Alsip, IL 60803, and the main village number is 708-385-69021.

For a new single-family house, the permit fee is $10 per $1,000 of estimated construction cost, and inspection fees are charged on top10. A room addition or remodel carries a $100 permit fee plus the inspection fee10. Ask the department for the current plan review charges and the exact application forms before you submit, since we could not confirm the village's online process.

Does Alsip have zoning, and what does it mean for RVs, lot size and setbacks?

Alsip publishes its own zoning ordinance and zoning map, and zoning questions go to the village at the same main number2. We could not confirm district-by-district rules such as minimum house size, lot coverage or height, so check the village's zoning ordinance for the parcel you are considering.

Two rules from the village's subdivision regulations are confirmed. Lots in subdivisions platted inside the village need at least 6,000 square feet and 50 feet of frontage, and corner lots need 8,125 square feet and 65 feet of frontage9. Platted building lines sit at least 25 feet from all street lines, and a greater setback applies where other village or Cook County rules require it12. Dividing land inside Alsip goes through the plan commission as a final plat13.

Parking or storing a recreational vehicle on a vacant residential lot is also prohibited5.

How do septic permits work in Alsip?

Mostly, they don't, because Alsip's code makes private sewage systems generally unlawful. Under the village code, privies, septic tanks and cesspools are unlawful except as the code later provides, and we did not review those exceptions4. Where a public sanitary sewer runs within 300 feet of the property line, the owner must connect at their own expense within 90 days after official notice8. The single-family sewer permit and inspection fee is $20010.

If an exception ever applies, septic approval comes from Cook County Department of Public Health, which reviews private sewage systems throughout Cook County6. Alsip is not one of the four municipalities the county lists as running its own septic ordinance6. Expect an evaluation when buying a home with a well or septic system14. Ask the Building Department before assuming a septic design is possible on any Alsip lot.

Can you live in an RV or tiny home on your land in Alsip?

No for RVs. The village code states that a recreational vehicle or trailer parked or stored in Alsip may not be occupied or used for living, sleeping or housekeeping purposes5. Parking or storage of RVs is also prohibited on vacant residential lots, so a lot owner cannot park one there while building5.

We could not confirm village rules on tiny homes, manufactured homes on individual lots, accessory dwellings or temporary camping. Ask the Village of Alsip zoning office before buying a lot for any of these2.

Building a home in Alsip: the steps, in order

  1. Confirm the lot's zoning district and any limits with the village zoning office2.
  2. Check the lot against the subdivision rules for lot area, frontage and 25-foot building lines912.
  3. Check whether a public sewer is within 300 feet, since the village requires connection and generally bars septic tanks84.
  4. Check whether the lot lies in a mapped floodplain; the village requires a floodplain development permit and an elevated lowest floor there15.
  5. Apply to the Building Department for a building permit and pay the permit and inspection fees101.
  6. Get a separate building permit for any driveway or approach16.

What stays with Cook County, and what to check before you buy in Alsip

Septic and well approvals stay with the county health department when they apply617. For land outside the village, Cook County's rules for unincorporated areas apply; see the Cook County page.

Before buying, confirm the zoning classification and floodplain status with the village215. Cook County's effective property tax rate is about 2% and the median property tax bill is $6,053 a year1819. Typical home value in Cook County is $343,35020.

Watch-outs

  • Cook County's building and zoning rules cover only unincorporated land, so an Alsip address is handled by the village instead11.
  • Alsip's code makes septic tanks, cesspools and privies generally unlawful, and we did not review the exceptions, so ask the Building Department before planning a septic system4.
  • Alsip applies a 2006 edition of the International Building Code as amended, which is older than the model codes many builders use, so ask the Building Department which standards your plans must meet7.
  • We could not confirm Alsip's rules on zoning districts, tiny homes, accessory dwellings or owner-builders; call the village at the number in the Building Department listing1.
