Zoning, building permits and septic rules in the Village of Sidney, Illinois

Inside the Village of Sidney, Champaign County, Illinois, you need a zoning permit from the village zoning administrator before you build a new structure1. The village sets its own zoning, with six districts2. Septic permits for any address in Champaign County come from the Champaign-Urbana Public Health District, not the village3.

Does Sidney, Illinois have zoning?

Yes. The Village of Sidney adopted its own zoning ordinance, Chapter 250 of the village code, and a zoning administrator appointed by the village board enforces it2. The districts are RR, R-1, R-2, CR, C and I, shown on an official zoning map the village clerk keeps4. Land annexed into the village is classified R-1 until the village reclassifies it4.

On dimensions, a lot of record that is smaller or narrower than its district requires may still be used for a single-family dwelling9. Side yards may be reduced to 10% of the lot width on lots under 67 feet wide, but never below five feet8. Front and rear setbacks, height limits and minimum lot sizes by district are set in the village's schedule of regulations, which we could not confirm here; ask the village clerk for the numbers for a specific parcel.

Do you need a building permit in Sidney, and who issues it?

Inside Sidney, the village zoning administrator issues a zoning permit before you start a new structure or accessory structure, and the permit lapses if work does not begin within 90 days1. Fees come from the village code, and we could not confirm the amounts1. The village also requires a zoning compliance certificate before a new or altered structure may be occupied5.

The State of Illinois does not itself issue building permits for private construction; any permit requirement is handled by local government10. We could not confirm which building code, if any, the village has adopted or whether it runs a separate structural inspection program, so ask the village clerk before you design. The inspections we can confirm are the zoning administrator's compliance inspections11.

How do septic permits work in Sidney?

Septic permits are not a village matter. Anyone installing or renovating a private sewage system in Champaign County must obtain a construction permit from the Champaign-Urbana Public Health District before work begins; applications are processed within 15 days and the district needs 48 hours' notice before work starts312. The posted permit fee is $2003. District staff inspect the finished system13.

Soils matter countywide: only about 0.3% of Champaign County soils rate as not limited for a conventional drain field, so a lot not on village sewer may need a site evaluation or an engineered system14. We could not confirm whether Sidney requires a new home to connect to village sewer; ask the village clerk.

What about water, wells and the village water hookup?

The village will not provide water service to a property unless its buildings sit within the required setback lines and a pre-construction permit, a zoning permit and a zoning compliance certificate have been issued15. In other words, skipping the zoning permit can cost you your water hookup.

If you plan a private well instead, Champaign County requires a construction permit from the health district before work begins6, with a posted fee of $20016. We could not confirm whether the village restricts private wells inside its limits, so ask the village clerk first.

Can you live in an RV, mobile home or tiny home in Sidney?

We could not confirm the village's rules on long-term RV living, temporary camping, tiny homes or accessory dwellings; those depend on the village's use table, so call the village clerk before you buy or park anything. Mobile home parks are a special use that needs a special permit from the village board after zoning board review7. The village's rules for a single mobile home on an ordinary lot are not established.

The county's rule that bars living in a travel trailer applies only to unincorporated land, not inside Sidney. See the Champaign County page for land outside village limits.

Building a home in Sidney: the steps, in order

  1. Call the village clerk at the Sidney village hall and ask the zoning administrator for the zoning district and numbers for your lot17.
  2. Apply for the zoning permit with a site plan; the village checks setbacks before the permit is issued18.
  3. Start work within 90 days of issuance and finish substantially within 365 days, or the permit lapses18.
  4. If you are not hooking up to village services, get septic and well permits from the Champaign-Urbana Public Health District12.
  5. Obtain the zoning compliance certificate before anyone occupies the building5.

What stays with Champaign County, and what to check before you buy

Septic and well permits come from the county health district, as above3. Land in the CR conservation-recreation district covers flood-prone areas along streams, and development there is restricted19. Dividing land inside the village falls under Chapter 210 of the village code, which we could not review20. A driveway onto a state-maintained road needs a state permit21.

For money questions, Champaign County's effective property tax rate is 2.1%22, and the county's median property tax bill is $4,245 a year23.

Watch-outs

  • We could not confirm which building code, if any, the village of Sidney has adopted; ask the village clerk before you finalize plans24.
  • Champaign County's zoning permit and travel-trailer rules apply only to unincorporated land, so they do not govern a lot inside Sidney25.
  • Skipping the zoning permit or the zoning compliance certificate can cost you a village water hookup15.
