Does Belvidere, Illinois have zoning, and what does it mean for RVs and lot size?

Yes. The City of Belvidere adopts and administers its own zoning chapter, Chapter 150 of the city code, for land inside city limits1. The districts include Rural Holding (RH), single-family residential SR-3, SR-4 and SR-6, two-family, multi-family, office, business and industrial9.

Lot sizes depend on the district. Conventional single-family lots need 15,000 square feet in SR-3, 10,000 in SR-4 and 7,000 in SR-610. In the Rural Holding district, houses sit at least 35 feet from the front or street-side lot line and 15 feet from a side lot line, and the dwelling core must be at least 960 square feet1112.

RV rules are narrow. In Belvidere's residential districts an owner who lives on the property may keep one RV outside an enclosed structure, on a paved surface, at least 3 feet from side and rear lot lines and 15 feet from any street, with no permanent water, gas, electric or sewer connection7. Belvidere's code does not give a rule for living in an RV on a lot, so ask the Building Department before planning to sleep in one. We did not find a tiny-home rule; call the Building Department.

Do you need a building permit in Belvidere, and who issues it?

The City of Belvidere Building Department permits and inspects residential, commercial and industrial construction inside the city2. The city has adopted the 2021 International Residential Code, subject to local changes in Chapter 225. The department asks callers to phone before starting any project to learn whether a permit is required2.

We could not confirm which small projects are exempt, or whether owner-builders have special rules inside the city; the Building Department is the office to ask. Inside Belvidere, the county's Building & Zoning Department is not the permit office; it serves unincorporated Boone County13.

Building in a mapped floodplain adds a requirement: buildings must be protected from flood damage up to the flood protection elevation, which is base flood elevation plus 1 foot of freeboard14.

How do septic permits and wells work inside Belvidere?

City code makes private sewage systems the exception. Privies, septic tanks and cesspools are unlawful inside Belvidere except as the code provides, and the exceptions were not located in our review3. Where a public sanitary sewer lies within 200 feet of the property line, connection can be required when a major repair to a private system is needed6.

Water follows a similar pattern. Premises in the city must connect to public water, and building a new private well inside city limits is unlawful; existing wells may keep operating while they work properly154.

Where a septic system is allowed, the Boone County Health Department administers permitting and inspection, and installers need 48 hours' notice before installation1617. Call the Environmental Center at18 to confirm what applies to a specific lot.

Building a home in Belvidere: the steps, in order

  1. Call the City of Belvidere Building Department to confirm the permit needed and the zoning district2.
  2. Check the district's lot size, setbacks and minimum dwelling size in Chapter 1501.
  3. Confirm sewer and water connection with the city, since private septic tanks and new wells are restricted inside city limits34.
  4. Check the floodplain map; flood-zone buildings must meet the flood protection elevation14.
  5. If a driveway crosses a sidewalk, apply to Public Works; the driveway fee is $60, waived if already paid within a building permit819.

What stays with Boone County, and what to check before you buy

Septic permits and inspections, and well rules outside what the city prohibits, run through the Boone County Health Department16. Land outside Belvidere city limits follows Boone County's rules, not the city's; see the Boone County page for unincorporated land.

Before buying, confirm the parcel is inside city limits, find its zoning district, and ask whether public sewer and water reach it. Boone County's effective property tax rate is 2.3%20, with a median bill of $4,507 a year21.

Watch-outs

  • We could not confirm Belvidere's building permit exemptions, owner-builder rules, tiny-home rules or short-term rental rules; the City Building Department at (815) 547-7177 is the office to ask2.
  • Setback and height figures here are for the Rural Holding district only; SR-3, SR-4 and SR-6 setbacks were not confirmed11.
  • Inside city limits, the city's septic and well restrictions apply on top of county health department permitting4.
