Do you need a building permit in Star, Idaho?

For a home-building project inside Star city limits, apply through the City of Star Building Department’s online building-permit system.1 Star has adopted building codes, and the city Building Department administers and enforces those codes along with city ordinances.1011 Register as a homeowner or contractor before submitting the building-permit application.1

Star allows a homeowner to pull a permit for a primary or secondary residence without state contractor registration, but the homeowner must perform all work covered by that permit and plan to live in the residence within 12 months after completion.8 When the homeowner is not performing the work, Star requires a licensed contractor to pull the permit.8

Who issues building permits in Star, and how do you apply?

Contact the City of Star Building Department at [email protected] for city building-permit questions, and use the department’s linked iWorQ permit portal for applications and inspections.111 Star publishes a $100 residential application submittal fee and a $35 residential mechanical review fee; electrical, mechanical and plumbing permits are additional and purchased separately.12

Star describes residential review as typically 2–4 weeks for small projects and approximately 4–6 weeks for larger projects, with timing subject to workload and revisions.1 Request an inspection through the permit portal before 4 pm on the preceding business day.11 Plan the construction schedule around review and inspection availability rather than treating application submission as permission to begin work.1

Does Star have zoning, and what are the lot-size and setback rules?

Star administers its own zoning inside city limits through Planning & Zoning; the city’s Unified Development Code contains district-specific dimensional standards.2 Star’s dimensional table addresses maximum building heights, minimum yard setbacks, property size, frontage and exceptions, so identify the parcel’s district before choosing a building footprint.6

In Star’s R-R district, property must be large enough to meet the minimum setbacks; land conveying irrigation water, drainage, creek or river flows is excluded from property size unless the stated piped-or-tiled utility-easement exception applies.13 We could not confirm a numeric minimum lot area from that provision; ask Star Planning & Zoning to confirm the parcel’s buildable area and applicable setbacks.1314 For a brand-new project, Star requests a planning pre-application meeting before project submission.14

How do septic permits work inside Star?

For Star properties in Ada County, Central District Health issues septic-system permits, while the City of Star handles building and zoning approval.312 Idaho generally requires an installation permit to install, modify, expand or repair a septic system, subject to specified exceptions for certain repairs and approved temporary nondischarging systems.15 Central District Health now offers license and permit services through Accela.16

Star’s residential checklist requires a sewer certificate for a new home or new sewer service, but says that requirement does not apply when the home is on septic.17 Ada County’s soil data rates only 10.1% of soils “not limited” for a conventional septic drain field; that county-level rating calls for a site evaluation and possibly an engineered system, rather than proving septic is impossible on a Star parcel.18 Idaho requires septic installation inspections before wastewater use.19

Can you live in an RV or tiny home on land in Star?

Star prohibits using RVs, travel trailers, fifth wheels, motor coaches and tents as living quarters for longer than 72 hours within a six-month period, except in an approved campground or RV park or as allowed under the temporary-use provision.5 Ask Star Planning & Zoning whether the proposed arrangement qualifies for the temporary-use exception before relying on an RV during construction.514 Approved campgrounds and RV parks also prohibit permanent living quarters and limit guest stays to 30 calendar days, followed by a 30-calendar-day waiting period.5

We could not confirm Star’s tiny-home occupancy or accessory-dwelling permission; ask Star Planning & Zoning about the proposed dwelling type and zoning district.14 Star’s permanent manufactured/mobile-home standard for individual lots requires a multi-section home at least 20 feet wide and 1,000 square feet, in a district allowing a single-family site-built dwelling, with additional foundation, parking and other requirements.7 The manufactured-home floor-area rule does not establish a universal minimum for site-built homes.20

What are the steps to building a home in Star?

  1. Confirm the zoning district with Star Planning & Zoning and schedule the requested pre-application meeting for a brand-new project.214
  2. Establish the wastewater route: assemble Star’s required sewer documentation, or contact Central District Health about a septic permit for an Ada County site.174
  3. Prepare a residential site plan showing the proposed and existing structures, dimensional setbacks, driveway width, fences, property lines and easements.21 If the structure is in a floodplain, contact the City Zoning Administrator.22
  4. Register as a homeowner or contractor, then submit the building-permit application and plans through Star’s online portal.1
  5. Schedule city building inspections through the portal by the preceding-business-day deadline, and coordinate the separate septic installation inspection with Central District Health when using septic.11193

What stays with Ada County, and what should you check before buying in Star?

For land outside Star city limits, consult the Ada County guide for the county’s unincorporated-area building-permit and zoning requirements.2324 Inside Star, city building and zoning approval remain separate from Central District Health’s septic authority for Ada County properties.123

If a Star project proposes a private well, Idaho requires an IDWR drilling permit before drilling and an IDWR-licensed driller; a domestic water-right exemption does not remove the drilling-permit requirement.9 Star’s residential site plan must show driveway width and easements, but we could not confirm a separate city driveway permit from that requirement; ask the Building Department about the proposed access.2111 For an approach using state highway right-of-way, Idaho Transportation Department requires authorization for uses other than regular travel and provides an online right-of-way permit tool.25

Watch-outs

  • Star’s Building Department will be closed on October 12, 2026, with no inspections that day.11
  • Central District Health warns that groundwater monitoring during the current below-normal groundwater conditions may need to be repeated in a future year; ask the district how the notice affects the septic approval schedule for a Star site.16
  • We could not confirm off-grid sanitation approval in Star; ask Central District Health about the proposed wastewater system and Star Planning & Zoning about the proposed land use.1614
  • A structure in a Star floodplain requires contact with the City Zoning Administrator; manufactured/mobile homes must meet applicable floodplain requirements.22
